What kind of integration do you mean?<\/strong><\/em><\/p>\n<p>Vlad Filat: We will not wait until the EU invites us to come to Europe. We have decided to act and go to Europe ourselves. Integration is a lengthy process and requires many internal reforms. And integration does not mean immediate membership, but also integration in terms of European values.<\/p>\n<p><em><strong>Der Standard: Ukraine has not been offered EU membership prospects either. Do you fear that in Moldova, too, the old forces could come to power again?<br \/>\n<\/strong><\/em><br \/>\nVlad Filat: We will be securing Moldova&#8217;s EU prospects. I am optimistic.<\/p>\n<p><em><strong>Der Standard: When can the EU agreement be concluded?<br \/>\n<\/strong><\/em><br \/>\nVlad Filat: This depends on us! . But I will not give you a specific date.<\/p>\n<p><em><strong>Der Standard: Are you also in favour of Moldova&#8217;s integration into NATO?<br \/>\n<\/strong><\/em><br \/>\nVlad Filat: This is not a subject of discussion at present. But we are seeking good relations with NATO.<\/p>\n<p><em><strong>Der Standard: But you do not rule out NATO accession?<br \/>\n<\/strong><\/em><br \/>\nVlad Filat: The country&#8217;s citizens will decide that. It is their decision, not ours. Our constitution clearly says that we are neutral, but this can be changed by a referendum.<\/p>\n<p><em><strong>Der Standard: There is no movement whatsoever regarding a solution to the conflict with Transnistria, which seceded from Moldova in 1992.<br \/>\n<\/strong><\/em><br \/>\nVlad Filat: The EU is very actively involved in the negotiation process. Some steps have been taken, but they are not always visible.<\/p>\n<p><em><strong>Der Standard: Would it not be easier for Moldova, without Transnistria, to get closer to the EU? Or is reunification with Transnistria a precondition for you?<br \/>\n<\/strong><\/em><br \/>\nVlad Filat: The Republic of Moldova is an integrated state. And the problem of Transnistria is a European problem, and this will remain so until Moldova is part of the European Union.<\/p>\n<p><em><strong>Der Standard: One year after the riots in Chisinau and the elections, Moldova still does not have a president. The Venice Commission [European Commission for Democracy Through Law, the Council of Europe&#8217;s advisory body on constitutional matters] and the EU are against a referendum over a constitutional reform to facilitate the election of the president. Do you rule out such a referendum?<br \/>\n<\/strong><\/em><br \/>\nVlad Filat: There is the idea to change the constitution by parliamentary vote, as recommended by the Venice Commission. But if the communists do not support us, we do not rule out a referendum. However, we support the position of the Venice Commission and the international institutions.<\/p>\n<p><em><strong>Der Standard: Students from Transnistria complain that they have to take Romanian exams in Moldova. Will your government act more pragmatically on that in the future?<\/strong><\/em><\/p>\n<p>Vlad Filat: I speak Romanian and Russian. But what will happen, for example, if we have civil servants who only speak Russian? What about the citizens who do not speak Russian? This is a very sensitive issue. There is no country where the civil servants do not speak the country&#8217;s official language.<\/p>\n<p><em><strong>Der Standard: What must be changed in order for Moldova to become more European?<br \/>\n<\/strong><\/em><br \/>\nVlad Filat: Many people here are stuck in the past. They are unable to look into the future because they have no information and because they cannot compare values and negative positions. The fact that some of our citizens say that the past 20 years were good years shows that we do not know what is good. They had no freedoms, no prosperity, and no opportunities. But the people who lived in advanced European countries have changed incredibly. Now we need time to think about where the differences come from. This is a very complex process.<\/p>\n<p><em><strong>Der Standard: Does that mean that the country becomes more European because people emigrate?<\/strong><\/em><\/p>\n<p>Vlad Filat: Yes. This is because the people here speak with their compatriots who live abroad. As the saying goes, it is better to see something once than to hear about it a hundred times.
