The governing Alliance for European Integration (AEI) stands for amending Article 78 in the Constitution [on electing president] in parliament and for holding a direct election of the president by the people.<\/p>\n

At their ‘big assembly’ that ended late at night last Friday, the AEI constituent parties decided to give up their initial idea of holding a constitutional referendum and of adopting a new Constitution.<\/p>\n

Democratic Party Chairman Marian Lupu stated to journalists after the consultations that the Alliance had worked out a legislative initiative, which was signed by all the 53 AEI parliamentarians and which would be submitted, on April 6, to the Constitutional Court for consideration. He stressed that the would-be changing of the presidential election procedure shall not affect the scope of authority of the head of state.<\/p>\n

Moldova’s Acting President, Parliament Chairman Mihai Ghimpu voiced supposition that the draft law will be hopefully supported by the Communists and independent MPs because such kind of laws requires minimum 67 votes to be adopted.<\/p>\n

Ghimpu said, "Next autumn, the Parliament will decide concerning whose draft law to choose – the Alliance’s or the Communists’. As for an early parliamentary election, let’s wait and see. The Venice Commission has recommended amending Article 78 being aware that the Parliament may consider such legislative initiative only within 6 months. So, everything is in harmony with European standards".<\/p>\n
