On Wednesday, the commission for constitutional reform made the last amendments to the new draft constitution. The document is to be considered within the parliamentary factions, after which it will be sent to the Venice Commission for assessment.<\/p>\n

At the last meeting, the commission members made amendments to some articles covering the activity of the law-enforcement bodies. They decided that the prosecutor general should be appointed by presidential decree, following a proposal by the Superior Council of Magistrates. The commission members also approved the exclusion of the name of "tribunal" from the article on law courts, which was changed by the term, "court of cassation."<\/p>\n

The new draft constitution aroused the discontent of the governor of the autonomous territorial unit of Gagauzia, southern Moldova, Mihail Formuzal. He said that the commission members did not introduce any proposals by the Gagauzian authorities in the draft constitution. Moreover, he said, they included an article stipulating that "the representatives and deliberative authorities of the administrative and territorial units with special status may submit legislative initiatives only on issues related to their status." Formuzal said that Gagauzia might not participate in the constitutional referendum.<\/p>\n

The leader of the Liberal Party, Mihai Ghimpu, said that the new constitution is a mechanism which will never prevent the state institutions from working. Consultations are being held after which we will take a final decision on this draft within the Alliance for European Integration. "Presently, we go the way of two drafts: the first one is a draft constitution on and the second is the amendment of Article 78," Ghimpu added.<\/p>\n
