The 4 constituent parties of the governing Alliance for European Integration (AEI) and independent parliamentarians have set up an ad hoc parliamentary commission for amending Article 78 in the Republic of Moldova Constitution pertaining to electing president.<\/p>\n

The country’s Acting President, Parliament Chairman Mihai Ghimpu proposed during a meeting of the AEI leaders today that each of the 4 parties should delegate its representatives to the ad hoc commission. He said the opposition Communist Party leadership had also stated they would delegate 4 lawmakers to the commission, "despite the continuing boycott of parliament plenary sittings by the Communists".<\/p>\n

Ghimpu said, "It is very important to know each party’s stance on how we should amend the Article in question. A constitutional reform may take place only in 6 months from now, and much may change during this time".<\/p>\n

Mihai Ghimpu confirmed he is not giving up the idea of having a constitutional referendum. Simply, no final decision has been taken yet. In parallel, the draft of a new Constitution is being finished. He said that by this Wednesday, the draft shall be completely ready, translated into English, and sent to the Venice Commission.<\/p>\n

Democratic Party Chairman Marian Lupu regards such haste is inappropriate.<\/p>\n

He said, "The draft Constitution is merely an offer formulated by experts. It is not a political decision by the governing Alliance. It’s too premature to send it to the Venice Commission, as the Alliance is still in consultations. But if we decide to hold a referendum, we must ensure its legitimacy, its correspondence to European norms, and it must be organized fully democratically. Otherwise we shall reject the intention".<\/p>\n

Marian Lupu promised that by the end of March the Alliance for European Integration will finally decide on a method of amending the Constitution.<\/p>\n

To amend the Main Law in parliament, it is necessary to have 67 votes in favor. The majority Alliance for European Integration currently has only 51 mandates, and the Communist Party – 43, with the rest seven in the 101-member legislative forum being new independent deputies. The Communist Party stands for electing president in parliament. Three of the four AEI parties – the Democratic Party, the Liberal Democratic Party, and the Moldova Noastra Alliance – stand for a direct election of president by the people. The Liberal Party presumes that the current Parliament should elect Marian Lupu as President of Moldova – in conformity with the accord reached in the AEI from the very beginning, and that the next President should be elected by the entire nation.<\/p>\n","protected":false},"excerpt":{"rendered":"
