The constitution will be amended through referendum. The leaders of the four-party ruling Alliance for European Integration announced this decision in the evening of 9 March at the end of a four-sided meeting on the matter.<\/p>\n

Mihai Ghimpu, the leader of the Liberal Party, said that the constitution will be first adopted in parliament per stages. At the first stage, the deputies will pass a law establishing the mechanism for adopting a new constitution, which, subsequently, will be subjected to a referendum. "This means that the constitution will not be completely revised but adjusted so that it meets the objectives of the Alliance for European Integration," Ghimpu said.<\/p>\n

The leader of the Liberal Democratic Party, Vlad Filat, said that although the members of the alliance had had different views on the constitutional reform for quite a long time, the today’s decision would solve a multitude of problems faced by society.<\/p>\n

For his part, Marian Lupu, the leader of the Democratic Party, said that the decision was intensely discussed and the announced position has two aspects. "There is no way for the most articles of the current fundamental law to be amended. Only those articles that come full butt at each other will be changed," Lupu said.<\/p>\n

The leaders of the ruling alliance said that they would ask for the opposition’s opinion on the issue, but avoided to say what amendments would be operated to the article concerning the election of the president. In the context, Vlad Filat said that once the new constitution is adopted, the current parliament will carry out its mandate until the end, that is, four years.<\/p>\n

According to the legislation in force, Moldova should hold an early parliamentary election in the autumn after the parliament elected on 29 July 2009 repeatedly failed to elect the head of state.<\/p>\n

During its latest visit to Moldova, a delegation of the Venice Commission recommended amending in parliament only the article of the constitution concerning the election of the president. Asked to comment on this issue, the leaders of the alliance said that the recommendation was only a viewpoint.
