In this sense, I would highlight the Spanish model of managing a country of autonomies: autonomous regions in Spain have more rights than Russian Federation subjects. At the same time, the Spanish autonomies are unable to use the federalization factor for their possible separatist substantiations&quot;, Dr. Botan said.<\/p>\n<p>He presumes Moldovan diplomats ought to think how Moldova could intertwine its small problems into the big problems of re-setting the strategic relations between Russia and the United States, and between Russia and the European Union.<\/p>\n<p>&quot;Our small problems could be used for testing the functioning of the re-set strategic relations between the West and the Russian Federation. I guess it would be unwise to have small islands of instability inside the territories of major strategic partners.
