Subsequently, Dniester leader Igor Smirnov did not rule out the possibility of introducing visas for Moldova should it not abandon this practice.<\/p>\n<p>&quot;As regards &#8216;administrative sanctions&#8217; for the absence of a residence permit, we would like to point out that some OSCE states annually deport several thousand people having no residence permit.
