"The constitutional reform should be implemented in Moldova in a calm and balanced way," the leader of the Democratic Party and presidential hopeful Marian Lupu told a news conference on Dec. 2.<\/p>\n

Commenting on acting President Mihai Ghimpu’s recent initiative to set up a special commission in charge of drafting a bill amending the constitution, Lupu said that "the initiative has been coordinated with all the member parties of the ruling Alliance for European Integration".<\/p>\n

"The commission does not have any deadlines. It should work in a calm and normal atmosphere. If we wish to become a really democratic country, then we should improve our legislation. The constitution cannot be amended during weeks or months, the work on it can last for years," Lupu said.<\/p>\n

He added that "the work on the constitution should be agreed with civil society, while amendments to the existing constitution or the adoption of a new constitution! should be approved at a referendum".<\/p>\n

According to Lupu, there are various possibilities of overcoming the crisis. One of them is to organize a third round of the election and elect the president with a simple majority of votes, or to elect the president nationwide.
\n"All the variants should be examined. Regardless of the outcome of the 7 December presidential election, the problem should be solved taking into consideration all the opinions. The political class cannot take decisions running contrary to people’s opinion," Lupu said.<\/p>\n

He also announced that he would submit documents to be registered as a candidate for the 7 April repeated parliamentary election on 3 December. The deadline for candidates to submit documents expires on 3 December at midnight.<\/p>\n

The first attempt to elect the president, made on 10 November, failed as the Alliance for European Integrati! on failed to find the eight extra votes that it needed to elect the pr esident.
