The 101-member Parliament of Moldova held a presidential election on Tuesday, but could not elect a new head of state. The only registered candidate for the supreme post, Democratic Party Chairman MP Marian Lupu, received only 53 ballots in his support, whereas the law-stipulated minimal necessary number is 61, i.e. three-fifths of the forum’s strength.<\/p>\n

The Moldovan Communist Party (MCP), an opposition force since after the July 29 early parliamentary elections, named the today’s election “a political farce”, and refused to take part in it. The day before, the MCP Central Committee Plenum decided that the Communist faction would not simply deny support to candidate Marian Lupu but would even abstain from taking part in the voting procedure. Accordingly, today the MCP faction left the room as soon as the secret ballot began.<\/p>\n

By law, a repeat election is to be held within next 30 days. It is believed the voting will be scheduled for December 10. The presidential post may be contested by the same registered candidate, Marian Lupu, or other candidate(s) as well, who may be nominated by groups of minimum 15 members of parliament.<\/p>\n

If president is not elected from the second attempt, Moldova’s Acting President, Parliament Chairman Mihai Ghimpu will have to announce dissolution of the Parliament and set a date for an early parliamentary election. <\/p>\n

According to the recent amendments to the legislation, the Parliament may be disbanded not earlier than 365 days after the previous dissolution. So this incumbent Parliament may be dissolved only on June 16, 2010 at the earliest. Also by law, a parliamentary election campaign lasts minimum 45 days.
