The Moldovan Communist Party (CPRM), which has governed the republic in 2001 through 2009, has refused to enter into dialog with a new power coalition – the Alliance for European Integration (AEI).<\/p>\n

Nobody from the CPRM leadership cared to come on Tuesday for a meeting with the representatives of the four coalition parties, who had invited the Communists to a meeting and had waited for them for an hour.<\/p>\n

From its part, the CPRM issued a Statement on Tuesday, writing that the attempt by the 4 political parties, represented in the new Parliament of Moldova, to form "the so-called ruling coalition for European integration has ended in a failure".<\/p>\n

"The Liberal Democratic Party, the Liberal Party, the Democratic Party and the Moldova Noastra Alliance have failed to achieve – during a whole month’s time – any mutually acceptable agreement on the distribution of plenary powers, or on the organizational structure of the said Alliance, or on fundamental principles of Moldova’s domestic or external policies", the CPRM Statement said.<\/p>\n

"In such situation, the Communist Party regards as impossible to hold whatever dialog with a political structure existing only in the imagination of some mass media. Such dialog has neither a subject matter, nor a goal, nor negotiation parties sharing same positions. At the same time, the Communist Party, for the sake of preventing aggravation of the political and economic crisis in Moldova, stands ready to hold negotiations with all parties and their representatives present in the Parliament of Moldova", the document said.<\/p>\n

Its authors explained they are ready for such dialog in order to form efficient legislative and executive power branches that would rely on a constructive parliamentary majority capable of conducting an active social policy and European reforms, of assuming an active position with respect the Transnistrian conflict settlement, and of preserving the neutrality status of Moldova’s.<\/p>\n

The Communist Party is reiterating that only a responsible and interested dialog can prevent the danger of a new early parliamentary election, and can form a democratic government reflecting the long-term interests of all Moldova citizens.<\/p>\n

In their turn, on Tuesday, the leaders of the said 4 parties, which have formed the Alliance for European Integration, have stated their adherence to preserving and developing the Alliance. They reaffirmed there exists no discord between the member parties, and they are ready to negotiate cooperation issues with the Communists.<\/p>\n

The four party leaders particularly stressed that the Alliance for European Integration is remaining a united structure, and that not a single one of its member parties will agree to hold separate negotiations with the Communists, who are offering them to form a left-centrist coalition.<\/p>\n

The Communist Party has 48 mandates in the 101-member Parliament of Moldova, while the rest 4 parties – 53. So, the latter may elect the Parliament’s governing bodies and form a new Government of Moldova, but may not elect a new President of the Republic of Moldova because this requires having three-fifths of votes – 61.<\/p>\n

The new Parliament will convene for its first plenary sitting on August 28. If it fails twice to elect President, the Republic of Moldova will have a new parliamentary election in early 2010.<\/p>\n

Democratic Party Chairman Marian Lupu has refuted rumors that his or his party would have any separate deals with the communists. On Monday, some online websites posted articles that the Communists are allegedly ready to vote for him as candidate for the Moldovan presidency provided he agrees to stand for the post as the candidate of the left-centrist coalition.<\/p>\n

Lupu stated to Stirea Zilei portal that rumors are but an attempt to weaken the Alliance for European Integration.<\/p>\n

"Apparently, the Communists proceed from the idea, being lately disseminated so massively, that Marian Lupu allegedly dreams to become President of Moldova by hook or by crook. I repeat I have never had an obsession to become the head of state", Lupu said.<\/p>\n

Lupu said the negotiations will be waged within the framework of the liberal-democratic coalition so as to ensure another high state post for the Democratic Party.
