The president of Moldova’s breakaway Dniester region, Igor Smirnov, told a news conference in Tiraspol on June 22 that one of the reasons for Russia’s decision not to recognize the republic along with Georgian breakaway regions of South Ossetia and Abkhazia was the Kremlin’s conviction that Moldova and the Dniester region could still settle the problem through negotiations.<\/p>\n

"I have read the speech of Russian Foreign Minister Sergey Lavrov, who said that the principle of the inviolability of borders should be observed, but until this state starts destroying people. As regards the Dniester Moldovan republic, Russia thought that, first and foremost, here, unlike in Abkhazia or South Ossetia, some space for negotiations still exists. Second, Moscow has never forgotten about the Dniester region. This includes efforts to maintain peace here, economic assistance and cooperation in education and culture," Smirnov said.<\/p>\n

Smirnov was rather sceptical as to the [possible] success of the talks process at the current stage and said that "the ongoing situation in Moldova means that the chance to find compromises is vanishing".<\/p>\n

"Moldova has repeatedly demonstrated its unwillingness to reach agreements and we do not believe that people ready for constructive dialogue would come to power in Moldova," Smirnov said.<\/p>\n

Smirnov also voiced pessimism as to the results of consultations on the Dniester conflict settlement in Vienna. <\/p>\n

"[Dniester region’s foreign minister] Vladimir Yastrebchak is now in Vienna to take part in the consultations. However, they are unlikely to succeed. Who in Moldova could we talk with now? With the acting president [Vladimir Voronin]?" Smirnov said.<\/p>\n
