The creation of polling stations outside Moldovan diplomatic missions abroad is impossible due to the fact that it can not ensure the principles of an equal, direct and secret vote, Moldovan First Deputy Speaker Vladimir Turcan told MOLDPRES today.<\/p>\n

Turcan [a ranking member of the Party of Communists of the Republic of Moldova] said that there is not a such procedure in the international practice which would provide for the participation in election of citizens of a state who reside in countries with no diplomatic mission of the respective state.<\/p>\n

"The only solution which exists in the international experience is the voting through internet or envelope. However, the implementation of this mechanism is presently impossible but also inopportune, given that we will not be able to ensure the basic principles of the election, and namely, the freedom of election, the secret and direct vote," Turcan said.<\/p>\n

Turcan said that, presently, these basic principals of election can be ensured only inside the Moldovan diplomatic missions and general consulates from abroad, where the electoral observers and the representatives of the political factions can have access.<\/p>\n

"The ones who spread the idea of opening polling stations outside Moldova’s diplomatic missions abroad are aimed at stirring the spirits. They come with populist ideas, which are not accompanied by mechanisms of implementation. It would be the case for them to examine the international practice and to make efforts in order that the Moldovan citizens would be able to vote through internet or envelope in the near future," Turcan said.<\/p>\n

Touching upon the possibility of amending the electoral threshold, Turcan said that the existing six-per-cent threshold is a reasonable one. The previously held election has shown that the ones who made it to parliament have got more then six per cent of the votes and those who did not, have amassed even less then four per cent, Turcan said.<\/p>\n","protected":false},"excerpt":{"rendered":"
