The Chisinau Prosecutor’s Office asked that the Mayor General of Chisinau Dorin Chirtoaca provide explanations about the visit that he paid to the United States a week ago.<\/p>\n

Chirtoaca said on Monday that he received a letter, asking him what the purpose and result of the visit was and from what money it was made, Info-Prim Neo reports.<\/p>\n

“This attitude shows how human rights are observed in Moldova,” the mayor said. He explained that the visit to the U.S. was paid in the context of the Kokkalis Program on Southeastern and East-Central Europe of Harvard University, which promotes freedom and democracy worldwide, and was organized by two Moldovan citizens, Lidia Spataru and Vlad Spanu, who are graduates of Harvard. They found sponsors, with the assistance of the National Endowment for Democracy.<\/p>\n

“I informed the U.S. organizations about the horrors witnessed by Moldova after the elections. I showed them photo and video proofs and statements and letters by those that were maltreated in order to tell those that contribute rather large amounts of money to the Moldovan economy that we do not have that new type of democracy described by the central authorities, but dictatorship and totalitarianism with insignificant elements of democracy. This is related to Russia’s intention to restore the bridge between the former Soviet republics as transit zone between the East and the West,” Dorin Chirtoaca said at the meeting of the City Hall on Monday.<\/p>\n

He also said that he asked the U.S. organizations to try to allocate funds not only through the Government of Moldova, but also at the local and regional levels in order to ensure equal access to the money. “There are tens of projects that have not been implemented yet.”<\/p>\n

The mayor also said that the Embassy of Moldova in Washington sent a letter to the U.S. authorities, expressing their regret that the most radical representative of the Opposition was invited to the discussions to present his own viewpoint. “It is like in the Soviet times,” the mayor said.<\/p>\n

Contacted by Info-Prim Neo, the acting prosecutor of the municipality of Chisinau Vitalie Apostu confirmed the existence of such a letter. He said that the questions contained in the letter ‘are in accordance with the law’, but refused to say why the letter was necessary.<\/p>\n

In a statement issued on Tuesday (below), the Chisinau City Hall has expressed its concern with the fact that the municipal prosecutors considered the mayor’s visit as a matter falling under criminal law. The City Hall criticized the inquiry by the municipal prosecutors as “an insult to the community, the residents of Chisinau, the local administration, as well as to the U.S., a country which has offered constant and substantial support for Moldova to become a genuine democracy”. <\/p>\n

The City Hall of the Municipality of Chisinau expresses concern and bewilderment that the prosecutor’s office of the municipality of Chisinau considers that the visit by a representative of the local public administration to the United States, in this case that of the Mayor General of the Municipality of Chisinau, may pertain to criminal law within the jurisdiction of the prosecutor’s office.<\/p>\n

The City Hall affirms that through this the prosecutor’s office has insulted the community, the residents of the Municipality of Chisinau, the local public authorities, as well as the USA, which has continually and substantially supported the Republic of Moldova in its path toward democracy.<\/p>\n

It is absolutely obvious that there is and can be no connection between the jurisdiction of the prosecutor’s office and the visit by the mayor general over May 5-9 to the United States, where he visited Harvard University’s John F. Kennedy School of Government in Boston and the Senate and House of Representatives of the United States, the Department of State, and the White House’s National Security Council in Washington, DC. That is unless we admit the fact that the communist authorities view the relationship between the Republic of Moldova and the USA exactly as it was viewed by the Soviet communist authorities of the USSR before 1989.<\/p>\n

We regret the fact that, at the same time, the prosecutor’s office to this day has not yet undertaken or communicated any visible measures for the investigation and punishment of those responsible for the acts of murder, torture, and inhumane and degrading treatment that took place right in the center of the Municipality of Chisinau and in the police stations after April 7, 2009, when the mass arrest of peaceful protesters as well as people simply walking on the street were carried out, as a state of terror was introduced by the communists.<\/p>\n

In its letter to City Hall, the prosecutor’s office writes the following: “In accordance with the provisions of art. 6 of the Law regarding the Prosecutor’s Office, I request that you inform the prosecutor’s office of the Municipality of Chisinau about the costs incurred during your recent visit to the USA and their justification, as well as the purpose and outcome of your visit.”<\/p>\n

Article 1 of the Law regarding the prosecutor’s office stipulates the following: “The prosecutor’s office is an autonomous body within the framework of the judiciary, which, within the limits of its attributes and jurisdiction, defends the general interests of society, the respect of the law, and the rights and liberties of citizens, conducts and carries out prosecution, and presents indictments in court, as directed by the law.”<\/p>\n

Article 6 of the Law regarding the prosecutor’s office stipulates the following: „To carry out the attributes incumbent upon the Prosecutor’s Office, the prosecutor, as directed by the law, has a right to: a) request documents, materials, data, and other kinds of information from individuals and organizations;[…]”<\/p>\n

On the other hand, we would like to learn whether the prosecutor’s office ever concerned itself with the millions of dollars and euros in funds spent by the communist government over the last 8 years, about the privatizations that have taken place, or about the signing by Vladimir Voronin, as president, of the recent declaration together with Igor Smirnov and Dmitry Medvedev accepting the military presence of the Russian Federation and its occupation of the Trasnistrian region of the Republic of Moldova and the consequences of that act.<\/p>\n

Being, as I am, convinced of the usefulness of my visit to the United States in the hopes of informing the general public and the American authorities about the horrors that take place in the Republic of Moldova, I would like to express my gratefulness toward the organizers, especially Lidia Spataru and Elaine Papoulias, the Kokkalis Program of Harvard University, Vlad Spanu, the Moldova Foundation, the Eurasia Foundation, and the National Endowment for Democracy, for all of the support they have given, including for all of the expenses related to my transportation and lodging. For the information of the public, I would like to mention that total amount spent from the budget of the Municipality of Chisinau on the occasion of this visit was 405 lei (about $36 USD).<\/p>\n
