It looks for stability, not enlargement. In consequence, the Eastern Partnership Summit (EP) in Prague is a real test. By all odds, The Republic of Moldova (RM) is to be invited. However, what will it bring about? A victory of the diplomacy in Chisinau? Not at all. On the contrary! Inviting Chisinau in the EP &ndash; together with states and leaders to which democracy is a mere fa&ccedil;ade &ndash; says a lot. RM is firmly and deliberately placed within the group that stands no chance for integration. A Latin state, Euro-Atlantic neighbour, speaker of one of EU&rsquo;s official languages, is now falling off the European man, and stays in the grey area of integration with no Europeanization and stability with no growth. This is what the invitation of the RM to the Summit on May 7th represents. From now on, Moldova will no longer be able to compare itself to Romania or the Baltic states, but to Belarus, Armenia, or Azerbaijan.<\/p>\n<p><strong>Moldova Falls Off the Map. How About Citizens?<\/strong><\/p>\n<p>Confronted with this coarse lack of projects in relation to RM, Romania&rsquo;s position, expressed in President Basescu&rsquo;s speech, relies on the Romanian citizenship idea. The topic &ndash; it is common knowledge &ndash; is often subject to distortions and stereotypes. To give only one example, of the many available, to show how mistaken is our perception of the RM identity assumptions. Interviewed on the main reason for which they intend to apply, or have applied already, for Romanian citizenship, within the Public Opinion Barometer (IMAS &ndash; IPP), 48.5% of the respondents said they wanted the citizenship to travel freely to Romania, 32% &#8211; because they feel they are Romanian, 10.2% &#8211; to travel freely to EU and only 7% &#8211; to work abroad. These are the figures. The problem is the following: why does the public perception mainly feels that Moldovans want the citizenship (only) to leave for the West? Where does this idea come from? It is clear that the option is present. It is less clear that this is not the only or predominant option. In essence, the matter of granting the citizenship is not constrained by any aquis communitaire (as indicates the EU history or the recent resolution in France to amend the citizenship granting procedures). Nevertheless, the measure needs thorough and convincing support, while doing away with the clich&eacute;s.<\/p>\n<p><strong>Not National Problem Only<\/strong><\/p>\n<p>The first clich&eacute; related to granting the citizenship is the excessive nationalisation of the act. The matter of granting Romanian citizenship to RM citizens needs to be looked at within the context of the RM Europeanization, as an efficient solution to accomplish this objective. Granting Romanian and implicitly European citizenship shall bring about certain dynamics within the RM society, completely lacking in it at present, unfortunately. And there&rsquo;s no indication of where it might come from at this time&hellip; We&rsquo;re talking about the dynamic factor moving the society and giving it a positive tension. The owner of a Romanian passport is much more confident &ndash; mentally, first of all &#8211; in its own future and his children&rsquo;s. Part of the fear that someone can feel in relation to authorities, institution and state bureaucracy &#8211; as a businessman, intellectual or small entrepreneur, vanishes or significantly wanes. Whatever happens, he knows he is protected &ndash; and this elements works, first of all, at a mental level. And it should not be neglected in Chisinau or Bucharest, neither in Washington or Brussels, given the fact that so many failed projects were recorded here, and Europeanization and modernisation face so many difficulties&hellip;<\/p>\n<p><strong>Does Not &ldquo;Empty&quot; R. of Moldova<\/strong><\/p>\n<p>The second ideological clich&eacute; is the idea that RM will be &ldquo;emptied&rdquo; after granting Romanian citizenship. And, implicitly, be repopulated by Slaves, Russian, in particular. The idea is nonsensical, not only because no one cared to bring a logical demonstration of the causes to lead to an &ldquo;exodus&rdquo; of the Russian there, but also since the surveys conducted recently clearly indicate that this is not possible. Beside these arguments, the idea that the Romanian citizenship shall empty RM is a mistake. It is not the citizenship that empties RM, but the visa mechanism which is more likely to lead to such a result! The owner of the citizenship will no longer be confronted with the possibility of fleeing RM, if he intends to, since leaving for the West is no longer an obsession. He can leave whenever he likes. Therefore, even if he chooses to leave for work, he is much more likely to return home and try to lead an European life there, maybe even build his own business, than settle somewhere in the West or in Romania, with the possibility of an undetermined someday return. The mental protection does not function for the owner of an EU visa (only) &ndash; a visa which is not easy to acquire and has no guarantees for renewal. Not to mention the humiliating process one has to undergo at each application, regardless of place.<\/p>\n<p><strong>No Relation to Transnistrian Issue<\/strong><\/p>\n<p>The third clich&eacute; is the idea that the Romanian citizenship would hinder the settlement of the Transnistrian issue. Mistaken again! If we were to rewind the evolution of the conflict, we could see that the Romanian citizenship never had anything to do with it. The ones insisting however on it should explain why there was no progress registered in settling the Transnistrian conflict, despite the fact that the pro-Russian position of President Voronin and PCRM (Party of Communists of the Republic of Moldova) basically was coincident with the period when the granting of Romanian citizenship was blocked. For all conditions to the purpose were met: pro-Russian and anti-Western political positions in Chisinau and, concurrently, breaking all relations with Romania, including ceasing the citizenship granting process. And result was zero. Associating the granting of Romanian citizenship to the conflict in Transnistria is a false target. Above that, that fact that Tiraspol is against such acts is once more of no relevance.<\/p>\n<p>If we were to build Euro-Atlantic policies exclusively based on the prerequisites mentioned by Igor Smirnov, we should, first of all, chance the negotiation table in the Transnistrian issue. The unacknowledged republic sent a clear message when declaring the USA and Czech Republic ambassadors&rsquo; to RM personae non-gratae in Transnistria: USA and EU are not welcome to negotiations (either).<\/p>\n<p>&#8212;-<br \/>\nDan Dungaciu is a professor of sociology at the Bucharest University in Romania.
