With most of the vote in South Africa counted late Friday, the African National Congress was just short of a two-thirds majority, officials said.<\/P>

The ruling party, headed by Jacob Zuma, had 66.3 percent of the vote, the Globe & Mail of Johannesburg reported. The ANC would need 66.6 percent to change the constitution.<\/P>

The Democratic Alliance had 16 percent of the overall vote. The party won 51 percent in the Western Cape.<\/P>

Helen Zille, leader of the Democratic Alliance, said she planned to offer a coalition to smaller parties, possibly including the Congress of the People. COPE was founded a few months ago by supporters of Thabo Mbeki, the former president, who was ousted from the ANC leadership by Zuma.<\/P>

The ANC, after decades as an underground group opposing apartheid rule, has governed South Africa since 1994. In the last election, in 2004, the party won almost 70 percent of the vote.<\/P><\/p>\n","protected":false},"excerpt":{"rendered":"
