A SUSTAINABLE SOLUTION TO POLITICAL CRISIS IN MOLDOVA<\/strong><\/p>\n

Background<\/p>\n

Overspread mistrust in election results caused street protests in Moldova, on the second day after elections. Over 20.000 protestors, mainly students and youth, rallied on April 6 in the capital of Moldova. Three opposition parties announced their legal appeal to the Central Electoral Commission to recount the votes and verify the lists of voters, which were allegedly rigged. Peaceful protests continued on Tuesday.<\/p>\n

On April 7, peaceful protesters split into two distinct groups, one continuing the peaceful demonstration while the other becoming violent, and devastating the main buildings of the Presidential Office and Parliament. Inaction of the police and accusatory statements of the authorities angered the public, who continued actions of unrest and discontent, deriving primarily from the overall perception that the elections were derailed from democratic standards. Accusing deliberate instigation to violence of the peaceful protesters by unknown groups, opposition parties delineated themselves from the riots.<\/p>\n

On the night of April 8, police arrested around 200 protestors, and launched harsh criticism against opposition parties, while continuing to use state media to discredit the majority of protesters, who were peaceful. While in no way addressing the protesters requests, the authorities initiated indiscriminate arrests and beatings of protesters, harassment of the opposition, banning private media, internet resources, crushing upon public meetings and leaders of the opposition. In result, the initial protests degenerated to a large political crisis, with negative consequences for the constitutional regime in Moldova.<\/p>\n

The current crisis has older roots. Public mistrust in the political system in Moldova has been rising in the last years. Accusations of state control over the media, abuse of administrative resources, lack of public dialog have been repeatedly heard. The last elections contributed to the atmosphere of mistrust and suspicion, as allegations and documentation of cases of harassment and aggression of opposition party activists and increased control over state media abounded. Resistance of the authorities to a dialog with the opposition parties on the documented cases of electoral irregularities increased the public frustration and anger. Accusation of neighboring Romania of being behind the violent protests and the unilateral diplomatic punitive measures taken by Moldovan authorities did not help to calm the situation, but only further aggravated measures.<\/p>\n

Moldova is bordering the European Union, which it aspires to join. The country is awaiting a decision on a possible Association Agreement. Pursuing its interest in a stable and prosperous neighbor, which could make a reliable partner, the EU should not remain indifferent to the current situation in Moldova.<\/p>\n

As home of a frozen conflict, and part of the volatile Black Sea region, Moldova’s instability can affect the entire region. United States have recognized the strategic importance of the Black Sea, and their interest in its stability and security. It is for these reasons that the US should also take stake in the long term stability of the country, and not remain indifferent to the current situation.<\/p>\n

A stable and sustainable solution to the current crisis has to address its real roots, and combine both immediate and longer term actions. For this,<\/p>\n

1. Both US and EU should encourage de-escalation of conflicts, to be achieved through: (1) ruling out the unnecessary police violence, the arbitrary arrests of citizens, and the media censorship, (2) release of political prisoners, and (3) resolution of the conflicts via the judiciary, and not extra-judiciary means.<\/p>\n

2. In order to accurately identify the instigators to violence, a special international group, to include US\/EU representatives should be tasked to investigate the causes, actors, and escalation of riots. Conduct of an independent investigation of the violent actions will restore public trust in state institutions and eliminate any speculation and uncertainty that could be exploited to further destabilize the situation.<\/p>\n

3. Both US and EU should encourage Moldova to create effective channels of political dialog between the main opposition parties and the ruling party to restore trust, public space, and dialogue between the main political actors.<\/p>\n

4. The US and EU should continue to show interest in and assist Moldova with pursuing long term reforms. The awaited resolution of the current political and social crisis should be followed by reforms of the security sector, police, special services, further liberalization of public media. This is the only strategy to restore democratic, constitutional rule and a stable political environment in Moldova.<\/p>\n","protected":false},"excerpt":{"rendered":"
