And this is not the first time a situation like this happens. Since the communists&#8217; coming to power in 2000, the Republic of Moldova has visibly broken away from Romania, preferring a closer relationship with the Russian Federation. As a result, enmity proofs such as the exclusion from the audio-visual market of the Romanian public TV or the refusal to accredit press correspondents from Romania has become a rule. But was that gesture needed to make Bucharest understand that the Republic of Moldova was looking towards Moscow? Sociologist Dan Dungaciu believes that we are rather facing a double-meaning political discourse.<\/p>\n<p>&quot;Chisinau promotes two kinds of discourses. Recently, during a meeting with Romanian Prime Minister Calin Popescu Tariceanu, in Bucharest, Moldovan Prime Minister Zinaida Grecianii referred to Romania as one of the best friends of the Republic of Moldova. That statement made by a Moldovan official came after the Moldovan government had filed a memorandum to the European Court of Human Rights, which deemed Romania as an enemy for the fact that it was trying to annex the Republic of Moldova by granting the Romanian citizenship to Moldovan citizens. Grecianii was among the signatories to the memorandum, the same official who in Bucharest described Romania as one of the Republic of Moldova&#8217;s best friends. But in another context, she considered Romania as the country which wanted to annex the Republic of Moldova. Such a duplicity, saying one thing in Chisinau and something different in Bucharest, has been constantly promoted by the government in Chisinau; that duplicity has materialized in the decision to deny Bucharest any access to real public information in the Republic of Moldova.&quot;<\/p>\n<p>It is clear that the Romanian journalists are not liked in Chisinau. They represent a country in which the freedom of expression is a fundamental unrestricted right. With the crypto-communists in the Republic of Moldova, those journalists pose a danger as they reflect uncensored realities in the former Soviet Republic of Moldova. Here is Dan Dungaciu again.<\/p>\n<p>&quot;Chisinau has always promoted this type of policy. That accounts for having very few concrete sources to say what is happening in the Republic of Moldova. If we watch public TV stations or listen to the radio we are practically unable to understand what is happening in the Republic of Moldova, with very few exceptions and this is one of the goals the government in Chisinau has assumed.&quot;<\/p>\n<p>But how is Romania supposed to act under these circumstances? How should the government, the journalists and the media respond, when they get doors slammed in their face and become undesirable having to assume the risks of war correspondents? Sociologist Dan Dungaciu believes that from a political point of view, Romania can play the European card, as the Republic of Moldova aspires to the status of EU candidate.<\/p>\n<p>&quot;In this Eastern neighbourhood game, Romania has to set things straight: we cannot offer the Republic of Moldova an EU member status, before this country meets certain requirements. In fact that was the very European integration slogan: &quot;if you want to be with us, you&#8217;ve got to be like us&quot;. So, the European Union will not give you the member status unless you do what you are supposed to do in your own yard. I think from this point of view, Romania has to be an advocate of integration and expansion of the Euro-Atlantic area, through the admission of the Republic of Moldova included. But it cannot afford being an unconditional advocate, it cannot afford giving blank checks to the government in Chisinau, because the first victims of such a blank check will be the Romanian journalists, the pro-Romanian politicians or public figures who believe that the relationship with Bucharest is vital.&quot;<\/p>\n<p>Romania offered to be the advocate of the Republic of Moldova&#8217;s European integration in Brussels, a gesture received with mistrust in Chisinau where president Voronin has even rejected it.<\/p>\n<p>Bucharest&#8217;s move would be pointless, if the Republic of Moldova weren&#8217;t Romania&#8217;s eastern neighbour and part of historical Romania, if most of its inhabitants did not speak Romanian. That is the reason why, according to Dan Dungaciu, the two countries share a common future.<\/p>\n<p>&quot;Romania is unique in the EU area, because it is the only one to have these relations with the Republic of Moldova, and it has to bring up this issue in Brussels. Romania has to say &#8216;yes we agree to the Republic of Moldova&#8217;s integration, but we will not advocate this integration without Europeanisation. Integration without Europeanisation must not be the aim of the Romanian foreign policy because the losers of this type of vision are the very Romanian journalists, including the Romanian speaking journalists in the Republic of Moldova. Romania has to say: we want that provided certain terms are met.
