In September he became also Ambassador in Chisinau after presenting his credentials to President Vladimir Voronin. He is based in Bucharest, but travels regularly to Chisinau. <\/p>\n<p>According to the diplomat, Norway shares the EU&rsquo;s opinion that the conflict should be discussed at talks in the 5+2 format. &ldquo;The Kozak plan is not balanced, while the EU and all the Western countries want a fair solution for Moldova and Transdniestria, a plan that would respect Moldova&rsquo;s sovereignty,&rdquo; Oystein Hovdkinn said. <img decoding=\"async\" hspace=\"5\" src=\"http:\/\/reporter.md\/images\/news\/transnistria2.jpg\" width=\"220\" align=\"right\" vspace=\"5\" alt=\"\" \/><\/p>\n<p>As regards President Traian Basescu&rsquo;s proposal that the 5+2 format of the talks (Moldova and Transdniestria as the conflicting sides, Russia, Ukraine and the OSCE as mediators, and the EU and the US as observers) should be extended so that Romania is also included in it, Hovdkinn said that Romania forms part of the EU and the EU participates in the talks. <\/p>\n<p>Speaking about Moldova&rsquo;s aspirations for European integration, the diplomat said that the hastening of the talks between the EU and Moldova and Moldova&rsquo;s inclusion in the Western Balkans package depends on official Chisinau&rsquo;s capacity and political will to fulfill the admission criteria. <\/p>\n<p>&quot;Norway hopes that Moldova will soon fulfill these criteria. It depends more on Moldova than on the EU. The European Union instituted a number of admission conditions, but is seems that the Western Balkans countries are more likely to fulfill them.
