Tomorrow, Oct. 14, 2008, a meeting on the crisis in Georgia takes place in Geneva. The meeting precedes negotiations at the level of special envoys which begin on 15 October and will include representatives from the EU, the UN, the OSCE, the United States, Russia and Georgia. In addition, the representatives of South Ossetia and Abkhazia will take part in the talks. <\/p>\n

The EU will be represented by Foreign Minister Bernard Kouchner, High Representative Javier Solana and Commissioner Benita Ferrero-Waldner, and the United Nations by Secretary-General Ban Ki-moon. The OSCE will be represented by the Special Envoy of the Chairman-in-Office, Heikki Talvitie. OSCE Secretary General Marc Perrin de Brichambaut will also take part. <\/p>\n

The Geneva talks are part of a peace agreement negotiated by the presidents of France and Russia. The aim of the talks is to advance regional peace and stability and the return of the refugees. <\/p>\n

On August 8, 2008, Russian troops invaded Georgia not only to back up separatists’ regimes in South Ossetia and Abkhazia, but also to get control of the rest of the Georgian territory and to make a regime change in Tbilisi. Russia’s strategic political goal was to prevent Georgia from becoming a NATO member and NATO from approving a membership action plan (MAP) for Georgia at the alliance’s December 2008 or April 2009 meetings. Russia seeks to demonstrate that Georgia cannot be a viable member of NATO with unsolved conflict with the country. Similar strategy Russia holds for Moldova, which has a similar separatist conflict with its breakaway region of Transnistria that borders Ukraine.
