He stressed that the proposals submitted by the Moldovan side provide for the resolution of the conflict at all the levels &ndash; political, economic, social &ndash; if the relevant documents are approved at the talks in the 5+2 format, and the 2009 parliamentary elections cover the entire territory of Moldova. <\/p>\n<p>The Special Envoy of the OSCE Chairman-in-Office, Ambassador Heikki Talvitie underlined the necessity of stimulating the activity of the working groups set up to strengthen the confidence building measures between Chisinau and Tiraspol. He said that the OSCE member states are ready to contribute to this, stressing that the conflicting sides should establish a permanent and constructive dialogue at all the levels. <img decoding=\"async\" src=\"http:\/\/reporter.md\/images\/news\/HARTA_transnistria.jpg\" align=\"right\" alt=\"\" \/><\/p>\n<p>The EU Special Representative for Moldova Kalman Mizsei and the Deputy Assistant Secretary of State for European and Eurasian Affairs at the U.S. Department of State David Merkel said that Moldovan authorities&rsquo; proposals are a good basis for initiating discussions over the specials status of the Transdniestrian region. <\/p>\n<p>The same opinion was expressed by Ukraine&rsquo;s representative at the talks Alexandr Gorin and Russia&rsquo; representative Valery Nesterushkin.
