The leaders of the parliamentary opposition and PRCM faction appreciated quite differently the economic evolution of Moldova and state budget for 2008 in their speeches delivered during the last sitting of the summer-fall session of the Parliament held on Friday, December 28. <\/p>\n

According to Deputy Speaker of Parliament, Iurie Rosca, the first and second level authorities continued to be excessively dependant on the central power, firstly because no real decentralization is in place for the formation of the local budgets. Most of the public financial resources are further concentrated in the centre and often distributed in an arbitrary manner or depending on political preferences via the state budge law, Rosca told. <\/p>\n

PPCD leader also said that after the last local elections this year, which allowed for the establishment, at district level, of post-electoral majorities comprising the opposition parties, the government adopted a budget for 2008 that wrongs some and favours unjustifiably others. <\/p>\n

At the same time, Rosca appreciated as correct Moldova’s development vector in 2007, specifying that the paces and quality of reforms, including of the economic ones, were rather modest against the society’s expectations and there was a visible discrepancy between the laws and practice. <\/p>\n

Chairman of AMN faction, Serafim Urechean, has qualified the state budget law for 2008 as a "shame of the Parliament". According to him, the adoption of the budget confirms the abnormal practice of adopting in a haste certain low quality and dubious laws at the end of the year. <\/p>\n

Urechean stated that the opposition’s legislative initiatives are kept in drawers, though some of them are copied by the ruling party. To this end, he mentioned the AMN initiatives regarding the renewable energy sources and the agriculture development strategy that provided for the establishment of state intervention funds for the stabilization of the grains market and supplementation of budget allotments with local farming subsidization funds. <\/p>\n

According to Urechean, the budget should be developed taking into consideration the legal needs of the population, because the state budget is formed from the contributions of all citizens, including of those 50% who supported the opposition at the last local elections. <\/p>\n

Referring to the amendments to the budget for this year, Urechean said that in 2007 three amendments to the state budget had been approved, which amount to almost 1.6 bn lei spent, to a great extent, illegally before the approval of the Parliament. <\/p>\n

PRCM leader, Eugenia Ostapciuc, in turn, qualified the adoption of the state budget law for 2008 as one of the key events of the sitting. She said that the development process and approval of the law were influenced by the drought impact, embargo on Moldovan wine exports on the Russian market and other negative factors. <\/p>\n

Ostapciuc said that the budget focused on preserving and developing the social orientation of the economic policy and improving quality of life of the population, so that all resources were mobilized and other possibilities were used to ensure the continuity of this process as far as possible. <\/p>\n

The leader of the communist faction stressed that the state budget grew from about 3.5 bn lei in 2001 up to 14.6 bn lei in 2008, and that about 1.2 bn lei are foreseen for increasing the salaries of public employees. <\/p>\n

Ostapciuc also said that the budget is a document oriented to address the issues and challenges the society faces and to carry out the commitments assumed in the process of European integration, and that its realistic and constructive character had been noted by the last IMF mission. <\/p>\n
