The legislative actions seen in the calendar programme on collaboration between Moldova’s parliament and the Council of Europe (CE) in the 2007 spring-summer session have been carried out, with two exceptions. <\/p>\n

Speaker Marian Lupu made the above statement at a news conference on summing up the legislature’s activity during the current session. <\/p>\n

The speaker stressed that the parliament has not managed to adopt in the second reading a draft law on political parties and their financing for technical reasons. He said this will happen at the beginning of the autumn-winter parliamentary session. The second exception is the non-adoption of the Education Code. <\/p>\n

As for the achieved results, Lupu said that the legislature now elaborates a report on the situation in Moldova and the fulfilment of the commitments taken in November 2005. Subsequently, CE will set forth its position in a draft resolution, due to be debated within the session of Parliamentary Assembly of the Council of Europe (PACE) in October 2008. <\/p>\n

Referring to the carrying out of the legislative actions provided for in the Moldova-European Union (EU) Action Plan, the speaker said that there are sectors in which significant results have been achieved, but there some deficiencies too. In this respect, Lupu emphasized that the issue of professional and administrative capacities at the executive’s and parliament’s level is to be solved, so as to ensure the assessment of the laws’ Euro-compliance. <\/p>\n

"We are at the stage when we have managed to form a vast juridical basis to ensure the European integration process. But it is not sufficient that the laws be good, they must be functional as well," the speaker said. Lupu underlined that, in its subsequent activity, the parliament will focus on the duty to check and monitor the enforcement of the passed laws. <\/p>\n

Touching upon the issued related to the parliamentary diplomacy, Marian Lupu said that, during the current session, the parliament intensely collaborated with the great European powers which have an important opinion in the process of Moldova’s integration, and at the same time, the other EU member states have not been ignored.
