On June 17th 2007, hundreds of representatives of illegal bodies from the region devastated the voting section in Corjova village, Dubasari district, thus repeatedly hindering local elections process in this settlement. Devastation of the voting section was accompanied by concentration of special armed forces, kazaks and groups of persons under the influence of alcohol or drugs, use of force against constitutional law bodies, use of tear-gas, interdiction of mass media activity, threatening and intimidation of electors and disconnection of the territory from electricity. Two policemen were hospitalized as result of incidents. <\/p>\n

Promo-Lex Association monitored the situation in Corjova both on June 3rd and June 17th 2007, and notes that the constitutional bodies did not take all measures necessary for normal elections and did not insure security of citizens in this settlement. We believe inadequate the behavior of constitutional authorities which limits only to making appeals to international community. <\/p>\n

Earlier, Promo-Lex requested the Chisinau authorities to elaborate an efficient and sustainable strategy towards promotion and protection of fundamental human rights and freedoms in Transnistrian region. We remind, this way, that the entire responsibility for the situation from the Transnistrian region is a positive obligation that belongs exclusively to the authorities of the Republic of Moldova. These will be able to be exempted from responsibility only if they prove to have used all legal means for defending and protecting the inhabitants from the region. <\/p>\n

\"\"Promo-Lex Association also regrets the attitude and lacking neutrality behavior of the Russian federation controlled peacekeeping forces representatives. The representatives of Russian Federation at Joint Control Committee, as well as soldiers of peacekeeping forces live exclusively in settlements under control of illegal paramilitary forces, therefore we believe that the Russian officers cannot be neutral in essence. This opinion is confirmed by the numerous decisions and attitude of Russia’s representatives at Joint Control Committee which allowed destruction of the voting section and ill-treatment of tens of people. The position of Russian Federation always corresponds with Tiraspol’s position. Moreover, on June 17th 2007, a Russian Federation officer, in the presence of Promo-Lex and mass media representatives, obeyed the orders of a Transnistrian militia representative (without the officer’s rank), a fact that proves the biased character of peacekeeping forces. <\/p>\n

At the same time, must be mentioned the fact that the violent incidents from Corjova took place in the presence of Russian soldiers, who avoided involvement of peacekeeping forces towards respect ofthe Moldovan-Russian Agreement from July 21st 1992. Thus, armed persons were allowed into the security zone, and daily, human rights are violated in the region, especially through creation of impediments to free circulation of region inhabitants and citizens of the Republic of Moldova, in general. <\/p>\n

Violation of electoral rights or hindering of electoral bodies’ activity; threats or violence against an official, as well as attempt to life of policemen are serious crimes, stipulated in the Criminal Code of Moldova (articles 181, 349 and 350). <\/p>\n

“Promo-Lex” Association requests the constitutional authorities to perform a complex investigation of incidents that took place in Corjova on June 3rd and 17th 2007 and sanction all the initiators and executors of these crimes, in strict accordance with stipulations of the Criminal Code. <\/p>\n
