\nDmitry Vetrov, First Secretary of the Russian Embassy to the US, speaking at the conference on the Transnistrisan conflict held on April 26 at Georgetown University, began his remarks by stating that Russia’s goal is to have a peaceful settlement. Russia wants a friendly environment along its border. It also wants a resolution because of the ethnic Russians and “legitimate Russian business interests” in Transnistria, considers the Russian diplomat. <\/p>\n

The event was organized by the Institute for the Study of Diplomacy and the Center for Russian, East European and Eurasian Studies of Georgetown University and the Moldova Foundation and it was held on April 26. <\/p>\n

Without wanting to go into details, Vetrov stated that the negotiators are doing their jobs well. According to him, Russia has never questioned Moldovan territorial integrity, as is apparent most recently from this year’s official statement of Russia’s foreign policy objectives; Russia has made at least seven official statements supporting Moldova’s territorial integrity in the past two years. <\/p>\n

Russia values all settlement ideas, including the Yushchenko plan, and regards as a key element securing the constitutional status of Moldova as a neutral state. <\/p>\n

”Regrettably, there have been groundless allegations of Russia fomenting separatism,” Vetrov said, and Russia maintains contacts with Smirnov and Litskai [leaders of the Transnistrian regime], but so do other parties to the talks. <\/p>\n

One of the allegations is that Russia refers to Smirnov as “President” – “yes, we do,” said Vetrov, “but we have also stated that Transnistria is not an internationally recognized entity.” Vetrov then quoted from Russia’s official statement about the elections to Transnistria’s Supreme Soviet, which included a comment that Transnistria is not internationally recognized as independent. <\/p>\n

The solution must be found through dialogue. One example of success has been the signing of a special protocol on the resumption of railroad traffic in December 2006. Russia is also trying to get the 5+2 talks back on track, and this was the main issue discussed during [Russian representative to the negotiations Vladimir] Nesterushkin’s recent visit to Chisinau and Transnistria. <\/p>\n

Russia also maintains extensive contacts with all parties involved, including, for example, the EU representative for Moldova. [Deputy Foreign Minister Grigory] Karasin has discussed the problems surrounding this conflict with US Deputy Assistant Secretary of State David Kramer. Russia was present at the Vienna meeting in March, proposing a resumption of dialogue as soon as possible, which proves that Russia is doing everything possible to get the negotiations back on track. <\/p>\n

One more source of hope is provided by the general situation in Russian-Moldovan relations, including the recent meetings between [President Vladimir] Putin and [President Vladimir] Voronin in late 2006, and the fact that trade is steadily increasing and was up 23% in January-February 2007 compared to the previous year’s figures, informed the audience the Russian diplomat. <\/p>\n

Regarding the transformation of the peacekeeping operation to an international civilian\/military operation, Vetrov suggests that all involved should ask the question: “Is the current peacekeeping operation effective or not?” Russia’s answer is that it is effective. The current problems with the political process of negotiations (which Russia does not deny) cannot be confused with the effectiveness of the peacekeeping operation; after all, “the peace is kept.” Of all the frozen conflicts, Transnistria has the lowest possibility of experiencing a resumption of hostilities, in spite of incidents like the one on the Dubasari-Rybnitsa highway in January, and the low level of hostility is due to the current peacekeeping format. <\/p>\n

There has to be a political solution before the peacekeeping format can be transformed; this sequence was written into the December 2005 joint statement by Russia and Ukraine, concluded Dmitry Vetrov. <\/p>\n
