\nSpeaking on behalf of the EU as Germany currently holds the EU presidency, Thomas Eckert, Political Counselor of the Embassy of the Federal Republic of Germany in the US, stated that the EU’s engagement in the Transnistrian conflict was stepped up in 2005. Cooperation on police matters and the Border Assistance Mission on the Ukraine-Moldova border have been important. There are currently some 100 EU police in the region, making it one of the larger EU missions, and some of the statements made today prove that the mission is effective. The possibility of providing more technical assistance has been presented and will be explored. <\/p>\n

A new EU special representative, Kalman Mizsei, has been appointed recently. The first one [Adriaan Jacobovits de Szeged] had forward-looking ideas, and the new special representative will keep moving forward. The EU opened the opportunity for Moldovans to obtain visas in Moldova through a "joint EU visa center", another example of how EU involvement in the country has evolved in the past two years. <\/p>\n

On the matter of a settlement, the EU has no "golden key," any more than any of the other parties to the talks do, mentioned the German diplomat. There have been "nuances" in approach among the 27 EU members, but there is general agreement on the need for a political settlement, and the need to take steps leading to a settlement. <\/p>\n

There is a need to look at what the Trans-Atlantic countries are doing elsewhere; Eckert expressed a keen desire to see what will happen as far as a settlement in Kosovo, although the conflicts are "so different that it would be wrong to compare them." A settlement there could create some positive momentum. <\/p>\n

The Transnistrian conflict is much more of a technical matter than, for example, figuring out Turkey’s place in the EU, Eckert believes, so, hopefully, a settlement will be able to happen fairly rapidly. <\/p>\n

The event was organized by the Institute for the Study of Diplomacy and the Center for Russian, East European and Eurasian Studies of Georgetown University and the Moldova Foundation and it was held on April 26.<\/p>\n
