\nSpeaking at a conference at Gerogetown University in Washington on the Transnistrian conflict, Robert Boehme, Director of the US State Department’s Office of Ukraine, Moldova and Belarus Affairs, stated that the US is not even comfortable with the use of the "frozen conflict" terminology. He wanted to highlight the costs of inaction. On the other hand, this particular conflict should be easier to resolve than other "legacy conflicts." There is no ethnic component, there have been ongoing ties, and the outlines of a settlement are apparent; so it is just a question of timing and political will. <\/p>\n

The event titled "Frozen Conflicts in the ex-Soviet Union; Two-track Approach: Democratization and Multinational Peacekeeping Operations; The Case of Moldova” was held on April 26 and it was organized by the Institute for the Study of Diplomacy and the Center for Russian, East European and Eurasian Studies of Georgetown University and the Moldova Foundation. <\/p>\n

Boehme was glad to hear the reassurances from Russia about Moldova’s territorial integrity, because there have been mixed signals suggesting otherwise, including Russia’s stance on last fall’s independence referendum, Russia’s financial support for Transnistria, and Russia’s trade sanctions on Moldova. <\/p>\n

Hopefully if talks resume in the 5+2 format, they will be much more substantive than in the past, when they were little better than the Vietnam negotiations thirty years ago when people argued about the shape of the negotiating table. <\/p>\n

According to Robert Boehme, the US is happy about the cooperation with the EU and the OSCE; the role of Ukraine is also good – there had been some anxiety about that, but there has been strong support from Ukraine on the fundamentals of customs implementation and EU involvement. <\/p>\n

Regarding the internationalization or transformation of the peacekeeping force, the US position is that Russia’s 1999 Istanbul commitments need to be honored. Such a transformation could spur a settlement, especially if it was a transition to a peacekeeping force that better reflects the realities on the ground and was able to take on more of a police role. <\/p>\n

The US has been concerned about speculation in the press regarding the possibility of other arrangements [between Russia and Moldova] that might not reflect the goals of the other participants and the goal of having the Istanbul commitment honored. Deputy Asst. Secretary of State David Kramer is in Moldova today, talked with [President Vladimir] Voronin and received his reassurances that any settlement would be a transparent process. <\/p>\n

According to the American diplomat, the US has been engaged by working closely with the government of Moldova and as much as possible with the "other bank." The Millennium Challenge Corporation also presents a great opportunity. That project is now in its first phase, focusing on rule of law and anti-corruption issues, which need to be tackled in order to attract investment. If the phase is successful, the US is prepared to engage in a larger MCC compact with Moldova. The US would like to see reforms implemented throughout Moldovan territory and is concerned about democracy in this process as well. <\/p>\n
