Getting that law passed was part of the hard transition to democracy and the rule of law.&nbsp; <\/p>\n<p>The event titled &quot;Frozen Conflicts in the ex-Soviet Union; Two-track Approach: Democratization and Multinational Peacekeeping Operations; The Case of Moldova&quot; was held on April 26 and it was organized by the Institute for the Study of Diplomacy and the Center for Russian, East European and Eurasian Studies of Georgetown University and the Moldova Foundation.&nbsp;&nbsp;<\/p>\n<p>&rdquo;We need to look at the legal context of the conflict,&rdquo; Chirtoaca stated. Last year&#8217;s report by the New York City Bar Association was a good example of this approach, showing who respects the law and who does not. <\/p>\n<p>As for democratization, it is impossible in Transnistria without a civil society, free media and dialogue between the two banks. The conflict has for some time been characterized by a state of impasse. There was insignificant progress in the 5+2 format, especially since it operated for some time without the involvement of the Transnistrian or Russian side. <\/p>\n<p>There have been several positive changes in recent years. The Yushchenko Plan [Ukraine&#8217;s proposal on resolution of the Transnistrian conflict] has stopped the criminal contraband smuggling of Smirnov [head of the Transnistrian regime in Tiraspol]. Customs enforcement creates conditions under which a long-lasting solution may be found. Amb. Chirtoaca noted that he was pleased at Ukraine&#8217;s role in this regard. <\/p>\n<p>The US and EU agreement from last year in Brussels to work towards internationalizing the peacekeeping forces is also supported by the Moldovan side, which is also pleased at the positive signals from several EU nations. The EU is concerned about border security as part of the Neighborhood Plan. <\/p>\n<p>&ldquo;Unfortunately, it is not the conflict that is frozen but the efforts to reach a settlement,&rdquo; the Moldovan ambassadors believes. <\/p>\n<p>And the status quo means continually moving away from a solution, because it results in entrenchment. Considering what might be the basic preconditions for the settlement, it is necessary to note the evolution of the conflict&#8217;s character. If in 1992, the OSCE concluded that it was a territorial and political conflict, by 1996-97 it had become more an issue of the territory being used as an offshore economic zone; and by 2003-04 the issue had become a Russian fear of NATO expansion into Moldova. <\/p>\n<p>Moldova is weakened by the process of transition. It has very limited capacity, dating back to the loss of one million intellectuals in 1944-49 [due to deportation, imprisonment, and orchestrated famine]. Moldova needs partnership with Trans-Atlantic countries in resolving the geopolitical aspects of the conflict. In the cease-fire settlement signed in 1992 by Presidents Snegur and Yeltsin, Russia admitted military involvement in the conflict, and the remnants of the 14th Army are still in the region. <\/p>\n<p>Returning to the international legal aspects, Amb.
