Andrei Brezianu, author of the Historical Dictionary of Moldova, spoke at the conference on the Transnistrian conflict in Washington about the role of democratization and democracy promotion in resolving this conflict. The event "Frozen Conflicts in the ex-Soviet Union; Two-track Approach: Democratization and Multinational Peacekeeping Operations; The Case of Moldova” was held on April 26 and it was organized was organized by the Institute for the Study of Diplomacy and the Center for Russian, East European and Eurasian Studies of Georgetown University and the Moldova Foundation. <\/p>\n

He began by pointing out that Condoleezza Rice emphasized two realities in recent public remarks:
\n1. People crave the benefits of democracy.
\n2. Democracy is a process that doesn’t follow straight lines. <\/p>\n

Dr. Brezianu mentioned the inherent difficulty of the two-track process, because unlike running peacekeeping operations, democracy is more elusive and harder to implement, for several reasons:
\n– there are fewer clear-cut goals and actions in a campaign to promote democracy than in a peacekeeping operation
\n– democratization requires a deep-down change of hearts and minds and long-range social action <\/p>\n

The speaker believes that there are tangible steps that can be taken in the direction of democracy promotion:
\n– free and fair elections, although even those alone do not guarantee a democratic political culture
\n– checks and balances, although institutions alone can’t impose a democratic political culture <\/p>\n

Another tangible aspect of democracy promotion is the development of a civil society, according to Brezianu. In Moldova, as in other former Soviet countries, civil society remains fragile and exists in a hostile environment. <\/p>\n

"Tiraspol’s propaganda machine doesn’t shy away from puffing its mafia regime as democratic," stated Andrei Brezianu. <\/p>\n

Political will and pragmatic action should suffice to bring Transnistria back together with Moldova. Democracy-building is less tangible and poses the biggest challenge. Brezianu then mentioned a "three-D settlement plan" and said that democratization would be the cornerstone of any settlement. The 3-D Strategy’s action plan under 4.1 advocated the adoption of a political judgment on the essence of the conflict by the Moldovan Parliament. Soviet nostalgia and myths about differing identities need to be rejected. The conflict is deeply rooted, and we need to look at its roots. For example, the two sides view the Molotov-Ribbentrop Pact very differently. In addition, a close look needs to be taken at international factors in the conflict and the roles of the various actors involved, including Russia, Ukraine, the US and the EU. <\/p>\n

“Deputy Asst. Secretary of State David Kramer suggested to Voronin to increase democratization and freedom as well as increasing anti-corruption activities,” added the expert. <\/p>\n

A concerted effort is needed throughout all parts of Moldova. The focus should be on better governance and respect for human rights, including language rights. Local NGO programs and the Millennium Challenge Corporation program should take the lead in a large-scale, all-out democratization campaign. <\/p>\n

With respect to resolving the Transnistrian conflict, Brezianu noted that a quick, mechanical merger under a federal blueprint is the opposite of what the action plan is about. Referring to the Four Freedoms, Brezianu also quoted President Franklin Roosevelt emphasizing the importance of equality of opportunity for youth, jobs for those who can work, an end to privileges, and social equality. Once the Four Freedoms [of speech and expression; of worship; from want; from fear] are in place, "democracy will be on the march." Democracy promotion will be the cornerstone of thawing the conflict. <\/p>\n
