Chisinau hopes for a qualitative progress in Transnistrian settling in the next two months, Reintegration Minister Vasile Sova stated on Monday, in an international conference on "Settling Transnistrian conflict in the context of Moldova’s Europeanization". <\/p>\n

Vasile Sova noted that at present all domestic prerequisites for a progress in resolving the conflict are in place. He says that the forthcoming elections should not delay the process of conflict settling, which is supported by public institutions and civil society of the country, including political parties. At the same time, the minister says that in Transnistria the situation is gradually changing too, and the country’s reintegration is approached through greater stability and prosperity point of view. <\/p>\n

At the same time, Sova noted that external factors are less favorable to the progress towards reintegration. However, he was optimistic, saying that these are temporary phenomena, especially given that the basic reference points in resolving the conflict are maintained by all parties to the process of settling the conflict. <\/p>\n

In the same context, the minister admitted that there are several scenarios for the development of the situation in the Transnistrian matter. The first one is optimistic, and provides for a qualitative progress in settling, provided that any important decision is approved under the "5+2" format. The second one provides for the resumption of talks for the sake of talks, and finally, Chisinau does not exclude a stall for several years with a view to create a new context for talks. At the same time, Sova has categorically excluded the provocation or admittance of an armed confrontation with Transnistria. <\/p>\n

For his part, Ambassador Louis O’Neill, Head of the OSCE Mission to Moldova, pleaded for talks between the parties and stressed that the Transnistrian conflict should and can be resolved on grounds that it is a political conflict. The Ambassador also opted for the transformation of the peacekeeping mechanism in Transnistria. According to him, it functioned earlier, but it cannot be efficient at any point in time and any context; therefore it should be modified. He also said that the mission’s goal is for Moldova to become an attractive country and what he meant here in the first place was improvement of legislation and implementation of the adopted norms. <\/p>\n

Speaker of Parliament, Marian Lupu, emphasized in his speech the improvement of Moldova’s image, including before the citizens residing in Transnistria. He said that the resolving of the conflict also depends on the successful implementation of structural reforms in Moldova. At the same time, Lupu said that Chisinau’s position in the Transnistrian conflict is clear and relies on legal norms in relation to the breakaway region adopted by the Parliament. <\/p>\n

The Speaker of Parliament pointed out several Chisinau objectives in the Transnistrian matter including evacuation of Russian troops and munitions from the territory of the Republic of Moldova, establishment of an OSCE Mission to assess democratic institutions in Transnistria and military enterprises in the region, open an EU information center in Bender, strengthening of the associative sector, and transformation of the peacekeeping mission into a multinational one comprising military and civil observers. <\/p>\n
