Debates at the Wednesday session of the Permanent Round Table (PRT) declined into heated clashes and mutual accusations between leaders of the ruling Communist Party and the Christian Democratic parliamentary opposition. <\/p>\n

The chairman of the Christian Democratic Popular Party (PPCD), Iurie Rosca, said that in spite of a number of recommendation from the Parliamentary Assembly of the Council of Europe, the parliamentary majority has failed to deliver the new anti-extremism law to Strasbourg for expertise. <\/p>\n

According to Rosca, this law contains provisions that violate the freedom of expression in Moldova. <\/p>\n

In reply, Communist faction leader Victor Stepaniuc said the Moldovan parliament is not obliged to deliver all the laws it adopts to Strasbourg for examination, and expressed conviction that European experts will have no objections in connection with the text of the law on struggle against extremism. <\/p>\n

The representative of the Council of Europe (CoE) secretary-general in Chisinau, Jorgen Grunnet, who is a PRT observer, said that Moldova had promised to present all the laws regarding the rights and freedoms of citizens to the CoE for expertise. Therefore, the CoE secretariat may be surprised to learn that the law against extremism has not been delivered to Strasbourg for examination. <\/p>\n

Grunnet’s intervention determined Stepaniuc to assure the PRT session participants that this law will be delivered to the CoE for expertise. <\/p>\n

Participants in PRT sessions met on Wednesday to discuss the freedom of expression in Moldova. Representatives of opposition parties criticised the ruling party, accusing it of abuses of citizens’ right to free expression. <\/p>\n

Communist Deputy Andrei Neguta, chairman of the parliamentary commission for foreign policy, rejected these accusations and said that certain independent press institutions "disseminate defamatory information at request of interested forces." <\/p>\n

At the end of the 5th session of the reformed PRT, participants agreed to ask the new chairman of the public broadcaster Teleradio-Moldova, Artur Efremov, to intensify the democratization in this company. They agreed to work out a special schedule in order to ensure a wider access of all parties to national television. <\/p>\n

The PRT was created in spring 2002 as a body for dialogue between the power and the opposition, in order to improve the political climate in Moldova. <\/p>\n

Last March, the PRT was reorganised at the initiative of CoE Secretary-General Walter Schwimmer. It now includes the parliamentary parties, two non-parliamentary parties, and several non-governmental organisations with international affiliation.
