Yesterday leader of breakaway Transnistrian republic, Igor Smirnov, had a meeting with Russian Minister of Foreign Affairs, Sergey Lavrov, reads a press release transmitted by the Russian Ministry of Foreign Affairs. According to the cited source, Lavrov announced he is further willing to provide support for the redress the confidence and reduce tensions between Chisinau and Tiraspol. <\/p>\n

At the same time, the necessity to address the alleged customs and transport problems emerged after the introduction of the new Moldovan-Ukrainian customs regime. In this regard, the necessity to coordinate secure guarantees for the part of Chisinay and mediators with a view to support the achieved comprises was noted. Russian Foreign Ministry said that these temporary guarantees are to contribute to creating the conditions necessary to resume the process of settling the Transnistrian conflict. At the same time, the cited source does not specify what compromises they had in view. <\/p>\n

In an interview to the press in Chisinau last week, Vasile Sova, Minister of Reintegration, stated that the customs problem does not exist, because Transnistrian trade companies enjoy facilitations and may activate under equal conditions with Moldovan entrepreneurs without paying to the state budget of the Republic of Moldova. <\/p>\n

He stressed that there is no room for concessions anymore in this matter and that the EU, the USA, and the OSCE supported the new customs regime and say it is efficient and fair. <\/p>\n

Russian paper Kommersant announces referring to sources within Smirnov administration that he came to Moscow to ask for money. According to the paper, the financial means Russia provided last year had been spent for the referendum and Smirnov’s electoral campaign in the autumn and winter of 2006. At the same time, Smirnov came with a proposal of cooperation for Russia. He is to submit to the Security Council of the Russian Government a military-industrial cooperation project. The same source says that Russia is willing to consider Tiraspol’s project and provide the region with money in exchange for some concessions in the process of settling the conflict. The Russian paper says that Moscow supposedly has a new plan on settling the conflict that implies a meeting between President Vladimir Voronin and separatist leader in the presence of Russian President Vladimir Putin. <\/p>\n

Vladimir Nesterushkin, Russia’s representative to negotiations, cited by the same paper, says that before 2003, the heads used to meet and reach compromises, and experts fixed the decisions on paper. At present, according to him, this is not happening and as soon as the mechanism is redressed, substantial progress will be achieved in negotiations. Nesterushkin claimed that Russia pursues to create a prosperous structure from Moldova and Transnistria that would have a good attitude towards Moscow. <\/p>\n
