Negotiations between Moldova and the European Union (E.U.) regarding a facilitated visa regime must start by the end of this year, Moldovan Deputy Prime Minister Andrei Stratan, minister of foreign affairs and European integration, told a news conference on Wednesday. <\/p>\n

Stratan said that Moldova will gain from these negotiations "not fewer facilities" than the Russian Federation, Ukraine or E.U. candidates have obtained. In the context, he recalled an initiative of Vice-President of the European Commission responsible for Justice, Freedom and Security Franco Frattini, who has proposed the creation of a pilot centre in Moldova to issue Shenghen visas. <\/p>\n

"Moldova has not limited itself to a political dialogue with the E.U. only," the minister stated. He reiterated the E.U. assistance programmes and regional commitments to which Chisinau is an active part. The deputy premier announced the intention of Brussels to release about 10-15 million euros to Moldova to cover the budgetary deficit after the rise of the Russian natural gas price this year. <\/p>\n

Stratan highlighted that Chisinau has obtained after four years of active cooperation with E.U. that Moldova be placed both geographically and "in the same political basket with South East European states that chose the European integration." He reconfirmed the intention of Chisinau to sign an agreement on stabilisation and association with E.U. after expiration of terms for the implementation of the E.U.-Moldova Action Plan. <\/p>\n

The minister appreciated the cooperation in GUAM and developments in relations with NATO and the Council of Europe. He assured that the ministry is taking measures in continuation to release the political prisoners from Ilascu group, who still are in detention on the left bank of the Dniester river, as well as to make the Russian Federation execute the European Court of Human Rights? Judgment on this case. Stratan reiterated the need to modify the format of peacekeeping forces in the Transnistrian region and declared that Chisinau has officially requested the G8 members to raise the Transnistrian problem at the St Petersburg summit next month. <\/p>\n

Speaking about relations with Ukraine, Stratan said that Ukrainian President Viktor Yushchenko will pay a state visit to Moldova in July. At the same time, Bucharest did not schedule yet a visit of Romanian President Traian Basescu to Chisinau. However, Stratan described the relations with Romania as pretty constructive. He indicated a complete understanding between the two sides and noted that Bucharest is considering a proposal of Chisinau to sign a basic political treaty.
