Nongovernmental organisations that monitor the electoral campaign for the post of Gagauz bashkan indicate a series of positive developments and describe the present campaign as "better than in the precedent years." <\/p>\n

The Independent Press Association and the Eurasia Foundation, the League for the Protection of Human Rights and the Association for Participatory Democracy (ADEPT) made public conclusions of a monitoring of the electoral campaign held in the first half of November. <\/p>\n

According to Paul Strutescu, chairman of the League for the Protection of Human Rights, the Central Election Commission (CEC) of the Gagauzian autonomy "goes to civilisation", demonstrating opening and cooperation in relation with civil society. Respect of electoral bodies for terms for establishing polling stations is another positive trend. But there are also negative sides in continuation. <\/p>\n

The sources signalled violations such as interference of police in electoral process by holding a cameraman and driver of opposition candidate Mihail Formuzal, failure to ensure adequate conditions for opening of polling stations in localities in Gagauz-Yeri, use of administrative resources for the benefit of one candidate may significantly affect the integrity of electoral process. <\/p>\n

ADEPT director Igor Botan said that the present campaign is "better than others held in Moldova, especially in the autonomy." At the same time, he considers that latest changes are mostly due to a recent visit of ambassadors from the European Union to the region. <\/p>\n

As regards the media coverage of the electoral campaign, experts noted that the monitored radio and TV channels and periodicals broadcast and publish more electoral advertising, information related to electoral education instead of electoral news and articles. "The direct support for incumbent bashkan Gheorghe Tabunscic by national and regional mass media has declined. At the same time, this trend to balance the frequency of mediation of electoral competitors is observed through ignorance of the campaign and competitors. This policy indirectly favours Tabunscic, who needs less advertising due to his position," said Nicolae Negru, representative of the Independent Journalism Centre. <\/p>\n
