The European Commission published Wednesday a report containing questions and answers about enlargement strategy of the European Union (E.U.) and its capacity of absorption after the 2007 extension. <\/p>\n

The report insists on priority of European values, geographic limits and warns about over-enlargement. The document especially focuses on promises of candidate states from the Balkans and Turkey. <\/p>\n

The European Commission promises stricter requirements for accession of candidates, especially concerning political reforms in these states. At the same time, the report does not rule out the accession of new candidates in future. <\/p>\n

According to the document, "not all European states participate in the enlargement process, with many of them being involved in the Neighbourhood Policy and partnership strategies." "The term of European means a combination of geographic, historical and cultural factors that contribute to the European identity. All these historical ideals, values and interactions cannot be condensed in a simple formula," reads the report. At the same time, European experts underline that not any country in Europe must apply for E.U. entry or must be accepted because the community is defined first of all "through its values." <\/p>\n

The commission invites national and regional leaders to explain better the benefits of enlargement to their citizens. The report presents the costs that the E.U. must pay to support and promote reforms in candidate or potential candidate countries. The E.U. will allocate 22.5 million euros to the Western Balkans and Turkey the next seven years. <\/p>\n

The enlargement agenda includes now the Western Balkans and Turkey. According to the report, these states are at different stages of negotiations and reforms and each of them will join separately depending on merits. However, it would be premature to set a date for accession of candidates, the report said. <\/p>\n

Deputy Premier Andrei Stratan, minister of foreign affairs and European integration, has recently said that the integration for Moldova means first of all successful internal reforms, while accession to the E.U. is not a proper goal.
