Professionalism and competenceshall be main principles at forming the new government, MoldovanPresident Petru Lucinschi stated in his interview with Reuters.<\/p>\n

At forming it, the opinions of the parliamentary majorityparties will certainly be taken into account, "but they shouldnot be brought to an absurd", he said.<\/p>\n

"We cannot use the political algorithm principle mechanically,as this may further aggravate the situation. We should proceedfrom the real state of things, and select competent cadres. Wedo have such people", the President underlined.<\/p>\n

Mr Lucinschi spoke out for investing the government with extraplenary powers that were listed in his last week’s address tothe Parliament.<\/p>\n

"A strong government is not a whim. It is for the good of thecountry. Very much will depend on the Parliament’s reaction andsense of responsibility before the people. I am convincedMoldova needs a strong executive power. In this sense, I standup for creating a presidential republic. In next 15-20 years ofthe transition period, this necessity will remain, as we will bein need for taking decisions operatively", stressed thePresident.<\/p>\n

Asked about a possible crisis and parliament dissolution in casethe legislature reject the new government and its work program,Petru Lucinschi expressed hope that "things will not go thatfar. The government shall be formed".<\/p>\n

Answering a question about a possible unification with Romaniaor restoration of the USSR, the Moldovan President replied,"this is unlikely".<\/p>\n

"We have learnt a wonderful feeling of freedom — both at thelevel of one person and of the whole state. Despitedifficulties, not a single country would renounce itsindependence. A unity of language, culture and traditions is onething. But a statehood is an other, different thing. Suchexamples are many in the world, but nobody gives upindependence", he said.<\/p>\n

The President thinks 1999 will be fairly difficult for thecountry, as $235 million of external debt has to be repaid.<\/p>\n

"This is going to be a very tough year, as we have reached apeak of reforms in many fields. We will be unable to repay the1999 dues in full. But we are not renouncing our commitments,and are already negotiating debt restructuring.
