The Basic Political Treaty on Friendship and Cooperation between the Republic of Moldova and the Russian Federation was signed in Moscow on November 19, 2001 by the Presidents of the two countries Vladimir Voronin and Vladimir Putin.<\/p>\n

The preamble of this treaty says that Russia acts as the co-mediator and guarantor in the settlement of the Transdniestrian conflict on the basis of observing the sovereignty and the territorial integrity of the RM. <\/p>\n

One of the articles of the treaty says that the Moldovan side will provide for the proper conditions for learning Russian in Moldova and the Russian side for learning Moldovan in Russia. <\/p>\n

According to the RM Foreign Minister Nicolae Dudau, the signing of this document testifies to the intention on the part of the sides to develop relations in various fields on a qualitatively new level. <\/p>\n

The treaty envisages abstaining from actions, which can inflict damage upon sovereignty, independence and territorial integrity, as well as it condemns all kinds of separatism. <\/p>\n

The document stipulates that Moldova and Russia will cooperate in combating terrorism, drug and arms trafficking, money-laundering, contraband. <\/p>\n

The economic cooperation between the countries will be based on the principles of mutual advantage, refusal from discriminative measures. <\/p>\n

The Basic Political Treaty on Friendship and Cooperation between the Republic of Moldova and the Russian Federation is concluded for ten years and will be automatically prolonged for the successive ten years, if no one of the sides denounces it. It will come in force on the day of the exchange of the ratification letters and will be registered with the UN Secretariat. <\/p>\n

The parliamentary faction of the Christian Democratic Popular Party has voted against the ratification of the Basic Political Treaty on Friendship and Cooperation between the Republic of Moldova and the Russian Federation, INTERLIC News agency reports. <\/p>\n

CDPP Leader Iurie Rosca has underscored three elements of the given document, which, in his opinion, confronts with the RM national interests. He named the RF’s status as a co-mediator and guarantor in the settlement of the Transdniestrian conflict among these elements. <\/p>\n

The CDPP Leader has declared that during the last ten years ‘Russia has demonstrated inability on the part of its diplomacy to assist in the settlement of conflict between the Official Chisinau and the separatist authorities of the Transdniestrian administration". The leader was indignant at the article, envisaging military-technical cooperation between Moldova and Russia. In Iurie Rosca’s opinion, the matter is of the RM’s involvement into the CIS collective security system that contradicts to Moldova’s neutral status, stipulated by the RM Constitution. <\/p>\n

In his opinion, the most dangerous is the article, envisaging creating proper conditions for learning Russian in the RM Education system. Iurie Rosca has underlined that the matter is of "Russification, imposing Russian on all the Moldovan children irrespective of their nationality". <\/p>\n

In the opinion of the CDPP Leader, the Basic Political Treaty on Friendship and Cooperation between the Republic of Moldova and the Russian Federation cannot be approved, because it does not envisage the relations between the equal subjects of the International Law". Rosca has designated the Communist Party as "occupational" and has accused RM President Vladimir Voronin of "Defending more the interest of Russia than those of Moldova. <\/p>\n

The Basic Political Treaty on Friendship and Cooperation between the Republic of Moldova and the Russian Federation, ratified today, on December 27 by the RM Parliament, is in line with the strategic course of the Communist Party and the Communist faction of the RM Parliament and it corresponds to the spirit of the Communists’ election pledges, Vice-Speaker Vadim Misin has declared today, INTERLIC News agency reports. As he has said, he does not doubt that the RF State Duma will Ratify Basic Political Treaty on Friendship and Cooperation between the Republic of Moldova and the Russian Federation and this document will work for the benefit of the both countries. <\/p>\n

Vadim Misin has noted that the signing of the Treaty will give the chance to built the further relations on a more serious level and a whole number of other documents will be signed on its basis. <\/p>\n
