Orhei County mayors oppose the return to the old district territorial-administrative system in Moldova. <\/p>\n

A declaration delivered on Saturday to BASA by Vasile Balan, chairman of association of mayors in Orhei County, reads that "this action, stipulated by the parliamentary commission for public administration, could be qualified as a step back from the country’s democratization, as a refusal to strengthen the reforms in local public administration." <\/p>\n

If the communists want to make order in the country, and at the same time, to improve the economic situation in rural areas, then "they should start from the law on local public finances, and not from the territorial-administrative division," Balan said. The leader of Orhei mayors also considers that the true democracy, which communists claim they want, means, first of all an up-down budgetary process, and not viceversa. The city halls budget is still approved by the Finance Ministry, via the county financial sections, and this situation is preserved from the Soviet times. <\/p>\n

Balan, also mayor of Teleseu, believes that the most important problem of rural inhabitants is not the long distance to the county center, but the fact that the law commissioned mayors and the local councils with few abilities to settle citizens’ problems. The work plan of the parliamentary commission for public administration, in the opinion of Balan, should be confronted with the proposals of mayors’ professional organisations. "If we, the mayors, are not consulted in problems upon which our activity depends, then I do not understand why the communists declared it a problem of primary importance for our society. Or, the consolidation of the society does not start with threatening mayors with local summer elections," Balan said. <\/p>\n

Two days ago, the association of Orhei mayors met to discuss some aspects of the local public administration. Mayors authorised their leader to make public the position of the association. Balan is also the chairman of the National League of Association of Mayors (LNAP) which counts six county associations with 340 mayors.
