The participants in the meeting considered the ministry&#8217;s regulation and activity plan for August-December 2006, the presidential press service has said. <\/p>\n<p>Voronin reiterated the importance of having created the Local Public Administration Ministry, and voiced hope that the institution will harmoniously fit into the government&#8217;s activities, helping boost the role of local public bodies of different levels. <img decoding=\"async\" height=\"176\" hspace=\"3\" src=\"http:\/\/upload.moldova.org\/politicom\/faces\/Vladimir_Voronin_9.jpg\" width=\"175\" align=\"right\" vspace=\"3\" alt=\"\" \/><\/p>\n<p>The president came out with some proposals as to the main directions the new ministry and its functional structure should follow. <\/p>\n<p>Voronin referred to the need to establish, under a government decision, the documents the Local Public Administration Ministry will be empowered to issue, and the kind of information that could be demanded from the local and district public bodies. The efficiency of a ministry does not depend on the number of issued documents or demanded information, Voronin specified. <\/p>\n<p>Referring to the debureaucratisation of the local public administration system, Voronin proposed to the ministry to assess the rationality and the real need of documents currently circulating at the level of local and district public authorities. <\/p>\n<p>The head of state also pointed up the importance to strengthen efforts in order to computerise the system and to ensure the straight interaction between the ministry, the government and the territorial public administration bodies. <\/p>\n<p>Voronin called on the ministry&#8217;s leadership to carry out an investigation on the nature of complaints sent by citizens, and the reason why they were not solved at the level of local public authorities. If legislative deficiencies are unearthed, the ministry is to submit proposals to amend the legislation. <\/p>\n<p>The local and district local public bodies have to be at citizens&#8217; disposal, and help them solve problems they confront with, because otherwise, the local public bodies discredit the state authorities in general, the president said. <\/p>\n<p>The top leader considers that the Local Public Administration Ministry&#8217;s employees are to pay an increased attention to the implementation of state programmes in the districts, including the Moldovan Village National programme.
