The Council of Europe will check the monitoring criteria in Moldova in a much stronger and tougher way, the Chairman of the Parliamentary Assembly of the Council of Europe (PACE), Rene van der Linden, told a news conference on Thursday evening, summing up the results of his two-day official visit to Chisinau. <\/p>\n

The European official admitted that "Moldova has achieved some progress in fulfilling its commitments in 2005, but this is not enough". <\/p>\n

"The implementation of the adopted laws is more important. That is why we promised the Moldovan Parliament that the PACE will become much more active when it comes to providing assistance in monitoring the implementation of the adopted laws", the PACE Chairman said. <\/p>\n

Rene van der Linden said that some incidents could occur during the implementation period which will later have negative effects. He cited as an example torture, towards which Europe has a very negative attitude. <\/p>\n

According to Rene van der Linden, the Council of Europe monitoring "should not be viewed as a kind of punishment, but as help". <\/p>\n

"This is an important instrument of the PACE to help its member countries. As long as a country does not successfully fulfill its commitments, it can ask itself that the monitoring process be continued", the PACE Chairman said. <\/p>\n

According to him, there have been some problems in Romania and Bulgaria with the fulfillment of their commitments towards the Council of Europe. <\/p>\n

"Precisely because of this, the Council of Europe has made some remarks, a fact which makes more difficult their integration into the EU. Moldova should prepare very seriously in order to become an EU member, so that it were sure that it will not be refused when the accession time comes", the PACE chairman said. <\/p>\n

Rene van der Linden said that Moldova will not join the EU soon. <\/p>\n

"I can tell you for sure that the entry process will be lengthy, but for Moldova this final prospect is certain. There is real will for accession in Moldova, but I assure you that your expectations in this regard will be long. Because of two reasons: the climate has changed in the EU and you should implement a number of commitments", Rene van der Linden said. <\/p>\n

According to him, "Moldova should seriously prepare its homework if it wishes to persuade the EU that it really wants to be part of the large European family".
