The new concept of Russia’s foreign affairs policy is announced to be pragmatic, but according to Marian Lupu, also very aggressive. We should find common viewpoints, and the elements of humiliation and pressure should be excluded, the speaker of the Parliament declared at a press conference. <\/p>\n

According to Lupu, the relations with Russia are tensed and everyone knows the origins of this state of affairs. The relationship between the two states will not be bettered without a dialogue. Without Russia’s participation no solutions will be found for the settlement of the Transnistrian conflict, the speaker said. It is very difficult to upkeep a dialogue under tensed conditions, thus the relationship should be maintained on all levels, Lupu considers. <\/p>\n

Some positive events happened on the political side of the Transnistrian conflict, mentioning in this context the expanding of the negotiation format, which became more equilibrated. However, he mentioned, that on the practical side no substantial evolutions can be ascertained. The situation is very strained. According to him, as long as the parts involved in the conflict and the guarantee countries will have different standpoints, there is no room for dialogue. <\/p>\n

Referring to the European integration of Moldova, Lupu said that this should rather be an “internal affairs concern” than a foreign affairs orientation. If these truths will be understood by everyone, things could evolve faster, the speaker of the parliament stated. <\/p>\n

Concerning the monitoring of Moldova by the Council of Europe, the speaker said that it is not an aim to eliminate it. The monitoring process is not an indicator of Council’s attitude towards a state.
