Moldovan parliament speaker Marian Lupu believes that Moldova’s breakaway Transnistrian region can be really democratized only after Russian troops withdraw from Moldova, the region is demilitarized and its structures suppressing democratic values are closed. Lupu made a statement to this effect at an international conference entitled "Thawing a frozen conflict: Legal aspects of the separatist crisis in Moldova" held in Chisinau today. <\/p>\n

The speaker said that the existence of the Transnistrian conflict leads to the violation of the basic human rights of people from both banks of the Transnistrian river, including the right to free movement, the right to elect and be elected etc. <\/p>\n

"Although there have been no military actions on the Dniester river for 14 years, this conflict has negative consequences. It is our moral duty to resolve it and only after do we have a basis for European integration," Lupu said. <\/p>\n

He also said that the conflict should be solved through political and civil dialogue rather than through force. <\/p>\n

According to Lupu, the Transnistrian conflict is not only Moldova’s problem, but it jeopardizes European security because it is a source of many types of trafficking. <\/p>\n

Lupu believes that the political partnership achieved after the last parliamentary election in March 2005 and the support granted to Moldova by its foreign partners allowed achieving positive results in solving the conflict. At the same time, the speaker said that many theoretical and fewer practical actions have been undertaken. In this context, Lupu welcomed civil society’s efforts to solve the Transnistrian conflict, saying that "an analysis of this issue by civil society is absolutely necessary". <\/p>\n

Speaking about the report "Thawing a frozen conflict: Legal aspects of the separatist crisis in Moldova" which was drafted and presented by Christopher J. Borgen, Professor of Law at St. John’s University School of Law, and by Mark A. Meyer, chairman of the New York City Bar Association’s Committee on European Affairs, Lupu said that it "represents a new view on the Transnistrian conflict through the angle of international law". <\/p>\n
