The Parliament Thursday adopted in first reading amendments to the Electoral Code which allow the Moldovans to vote in another constituency than the one where the voter lives using a stay declaration. <\/p>\n

The people with the right to vote that changed the place of residence after the last participation in elections must inform the local public administration about this within two months until new elections so as they are included in the electoral registers. <\/p>\n

The bill includes a new element – the electoral slip – where there will be applied the stamp “voted”, instead of the detachable coupon. The electoral slip will be used in the parliamentary elections of 2009. <\/p>\n

As regards the activity of the Central Electoral Commission, the bill envisages that there will be set up a separate budget where financial means from the State Treasury will be transferred monthly, within the limits of the expenditure estimate approved. The money necessary for organizing and holding the elections will be transferred to the Commission’s account within five days since the date of the elections is fixed. <\/p>\n

The amendments also envisage the reduction of the minimum turnout requirement. The local elections in the constituencies where less than one fourth of the voters included in the electoral rolls will go to the polls will be declared invalid, while the repeated voting will be considered valid regardless of the number of voters. <\/p>\n

The parties and other social-political organizations that will not field their candidacies that must form part of the district electoral council within ten days until the set term will lose this possibility and the candidates will be put forward by the local council. The lists with signatures in support of a candidate would be cancelled if over 5% of the signatures are false. <\/p>\n
