Therefore, the prime goal is to obtain more liberties, President Vladimir Voronin told a today&#8217;s news conference, during which he summed up the 2006 political year. <\/p>\n<p>Voronin recalled that the EU Action Plan for Moldova will be fulfilled within a year and a half. The main goal in this respect is to simplify the visa regime with the EU and to get the asymmetric trade regime, he said. <\/p>\n<p>The head of state emphasised that Moldova&#8217;s objective is to minimise and remove any military presence in the country, and accordingly, to keep the neutrality status, which is sealed in the constitution. Voronin specified that the collaboration with NATO is aimed at modernising the National Army, rather than joining the North Atlantic Alliance. <\/p>\n<p>Referring to the relations with the Russian Federation, the president said that Moldova&#8217;s problems are mainly connected with Chisinau&#8217;s position on the Transnistrian issue. &quot;The Russian Federation entered the stage of reorganising its foreign policy, which is seen as dominated by cold blood and pragmatism. If this is so, then we will manage to negotiate advantageous projects,&quot; Voronin said. He stressed that it is important that the bilateral relations be not affected by the flow of information seeking to &quot;instigate spirits&quot;. Voronin said there is no political component in the negotiations on the natural gas price, and it is hard to see one in the issue over wine exports, even if Russia has not unveiled any official document on their quality. <\/p>\n<p>At the same time, the president expressed dissatisfaction with the Chisinau-Moscow relations, admitting that they got colder after the Kozak memorandum was not signed. At the same time, he specified that the presidents of two states can meet only if they have something to offer to each other or if they have to solve some important issues, and not only by inertia. Voronin announced that he will participate in the informal summit of the Commonwealth of Independent States, due in the Russian Federation end-July, and said that the bilateral meetings&#8217; agenda is under elaboration. <\/p>\n<p>Voronin also expressed discontent with the fact that despite the political treaty which sees the sides&#8217; compulsoriness to condemn separatism, the Russian Federation overtly backs it. &quot;We cannot accept this. We act in line with the constitution; some people want to take us by train to Europe, others want to take a part of our territory. I have to defend my country&#8217;s interests and this is exactly what I will do,&quot; Voronin said. <\/p>\n<p>The head of state expressed satisfaction about the relations with Ukraine, including the cooperation to settle the Transnistrian conflict, and monitor the border, and collaboration within the GUAM [regional organisation including Georgia, Ukraine, Azerbaijan and Moldova]. He expressed concern about the events in the neighbouring country and the lack of normal relations between the power bodies. At the same time, Voronin voiced hope that reason will prevail, and Ukraine will remain Moldova&#8217;s reliable partner. <\/p>\n<p>Asked about Romanian President Traian Basescu&#8217;s offer to jointly enter the European Union, Voronin said that no such official proposal has been made. <\/p>\n<p>Asked to comment on Romania insisting to participate in the negotiations on the Transnistrian conflict settlement, Voronin&#8217;s said that Romania s greatest assistance in this respect would be the signing of the basic treaty and the border treaty. The head of state said he has called on the European Union to assist Moldova to negotiate these documents so that they are signed by late 2006. <\/p>\n<p>Referring to the Transnistrian settlement negotiations, Voronin said that the real question is whether it is still necessary to continue them in such a format and composition. He said that the law on the region&#8217;s special status was adopted and the talks have to be held on its basis. &quot;The Transnistrian leadership should not participate in the negotiations. It holds referendums, and no matter what we will propose to it, it will not accept; therefore, representatives of the supreme soviet can be invited but they should not have the right to veto.
