Moldovan President Vladimir Voronin is not satisfied with the level of combating corruption in state institutions and considers that "the government combats corruption insufficiently". <\/p>\n

According to the presidential press service, the president made statements to this effect on Saturday at a special meeting attended by representatives of the central structures and law-enforcement, legal and controlling institutions. <\/p>\n

"All the ministries have drawbacks when it comes to fighting corruption", Voronin said, severely criticizing the activities of government members. <\/p>\n

He said that Minister of Health and Social Protection Ion Ababii has sacked no chief doctors and no lawsuits have been opened against any of them, in spite of the fact that "doctors are opposing the initiative to set up an Agency on Medicaments from the very first day the document was put forward", the President said. <\/p>\n

He pointed out to the fact that the process of introducing an automated information control and accounting system is being dragged on. Vladimir Voronin also expressed his discontent with the parliamentary debates on allowing private drug stores to operate at premises of state medical institutions. <\/p>\n

"All this cannot but cause concern that corruption and Mafia are promoted by interested persons", the President underlined. <\/p>\n

According to him, there are also drawbacks in the activity of the Ministry of Education, Youth and Sports. They are mostly connected with collecting money from parents and the privatization of kindergartens. The President said that Minister of Education, Youth and Sports Victor Tvircun and Acting Mayor Vasile Ursu had been warned in a written form about the inadmissibility of privatizing municipal kindergartens. <\/p>\n

"It is also necessary to make order in universities where covert corruption reigns and resources charged for education on a contractual basis are not used for improving study or living conditions. As a result, the country issues sham diplomas and prepares unskilled specialists", Voronin said. <\/p>\n

He underlined that the government must do its best to improve the situation, to eradicate such notions as lawfulness and corruption. If government members do not understand it, they must resign, Voronin added. <\/p>\n

"We must strengthen the notion of ‘law’, otherwise 15 years of our independence will remain only at level of declarations. The observance of the law must come from us in the first place. It is also necessary to approve an organic law, fixing a compulsory anti-corruption expertise of all economic and social bills", Voronin said. <\/p>\n

He criticized most severely the state mechanism of state acquisitions where, he said, there is no transparency in using state financial resources. The President drew attention to the purchase of medicines and foodstuffs by all medical and educational institutions where it is necessary to establish order. <\/p>\n

"The practical use of the procurement mechanism from 1998 raises many doubts. The last drop was the purchase of goods for the Ministry of the Interior’s carabineers department when spoiled products and low quality footwear were acquired", the President said. He added that this issue has already been discussed at a special sitting of the Supreme Security Council. <\/p>\n

The president also criticized the financing control institutions which carry out non-loyal and unjustified inspection of companies in spite of the fact that the control system has been recently simplified. <\/p>\n

Prime Minister Vasile Tarlev expressed his discontent with the situation and said that strict measures will be taken against those guilty. <\/p>\n

After a similar meeting with the participation of the President in last April, 59 corruption suits were instituted against state employees who had inflicted damage at MDL 14.6\u0412 million. Fourteen of these lawsuits were opened against employees of the Ministry of Education, Youth and Sports, two each against employees of the Ministry of Defense and the Ministry of Justice and one against an employee of the Ministry of Economy and Trade, nine – against employees of local administration and six – against officials of state institutions. \/\/ Infotag<\/p>\n","protected":false},"excerpt":{"rendered":"
