Six ministries will enhance their capacities to analyse and elaborate policies by setting up units to analyse, monitor and assess policies, in line with a government decision approved at a meeting on 14 June. <\/p>\n

The government decision sees that the Industry and Infrastructure Ministry, the Transport and Road Management Ministry, the Agriculture and Food Ministry, the Education and Youth Ministry, the Health and Social Protection Ministry and the Justice Ministry will test these units’ functionality throughout 2006. <\/p>\n

The institutionalisation of the units to analyse, monitor and assess policies in the central public administration (APC) is stipulated in the strategy of reforming the central public administration, approved under a government decision from 30 December 2005. <\/p>\n

The head of the public administration reform coordination unit, chief state adviser Sergiu Tatarov said the units will help concentrate the analytical and strategic capacities in ministries, improve the management of the process of working out policies in APC, ameliorate coordination between the sectors and inside them in the process of elaborating policies, and assure the budgetary policy’s correlation with the sectorial policies. <\/p>\n

At a government meeting, Prime Minister Vasile Tarlev proposed to consider possibilities to complete these units with a subdivision in charge of European integration policies, stressing the necessity to multilaterally approach the issue on elaborating the policies within ministries. <\/p>\n

Under the government decision, the units to analyse, monitor and assess the policies will explore the policy options, and will submit recommendations on the optimum option; will contribute to examine the policy options’ costs and benefits ; will make proposals to improve the quality of the documents elaborated by the structural subdivisions etc. These units will also analyse the policies’ social, economic and financial impact. <\/p>\n
