\"\"Moldova’s presence in the Commonwealth of Independent States (CIS) rests with the parliament’s competence, President Vladimir Voronin said on the Kiev airport, where he arrived on Tuesday morning to attend the summit of GUAM leaders. <\/p>\n

The president noted that the initiative to withdraw from CIS was launched by opposition parties in Chisinau, but this issue rests with the legislature’s competence. Also, he noted that the agenda of the summit of GUAM leaders does not include the issue on withdrawal from CIS and he does not regard GUAM as an alternative for CIS. <\/p>\n

According to the president, the priorities of the Kiev summit are to transmit the GUAM chairmanship-in-office to Ukraine by Moldova and to turn GUAM into an international organisation, "and this is a new quality level of this organisation." <\/p>\n

As regards the settlement of the Transnistrian conflict, the chief of state told journalists that three of GUAM member states face territorial problems. He noted that looking together for a solution to the frozen conflicts is opportune and saluted the idea to jointly settle the conflicts in the GUAM area. <\/p>\n

The summit of GUAM leaders begins in Kiev on Tuesday. Presidents of Moldova, Azerbaijan, Georgia and Ukraine will complete the process of transformation of GUAM into a regional organisation – the Organisation for Democracy and Economic Development – GUAM . <\/p>\n

Also, they will adopt statutory documents, will approve the creation of the Kiev-based GUAM Secretariat and will sign a set of additional documents aimed to strengthen the sectoral cooperation, including in energy sector.
