The Transnistrian president Igor Smirnov’s decree of last March 7 on complete prohibiting of direct or indirect financing of local non-governmental organizations from abroad has received continuation in the Transnistrian Supreme Soviet on Wednesday, when the local parliament introduced amendments to the Law on citizens’ associations and the Law on political parties. <\/p>\n

As a result, these documents now prohibit parties and associations pursuing political goals to receive financial means and other property from foreigners, foreign states, or foreign organizations registered in Transnistria, as well as from anonymous sources or international organizations. <\/p>\n

Vyacheslav Tobuh, chairman of the standing committee for citizens’ organizations, said this step had been caused by "a complicated political situation developing around the Transnistrian Moldovan Republic". <\/p>\n

So, ‘illegal’ incomings will now be confiscated and channeled to the regional budget – by court judgment. <\/p>\n

The above-mentioned Smirnov decree caused a strong negative reaction of Transnistrian non-governmental organizations, the official Chisinau, the OSCE Mission to Moldova, foreign embassies and Chisinau offices of various international organizations. They perceived the decree as a new offensive against democracy.
