The irreversibility of Moldova’s pro-Europe course is the chief guarantee of Transnistrian conflict settlement, Moldovan President Vladimir Voronin stated in the Friedrich Ebert Foundation on Monday, where he made a report about Moldova’s European integration. <\/p>\n

Voronin said, in particular, that European integration is one of the strategic priorities of the Moldovan Communist Party which won parliamentary elections in this republic in 2001 and 2005. <\/p>\n

"With all the polemics going on inside the European Union, with all the criticism against the European Union being heard from outside the EU, it is apparent to us that the European choice is a civilization choice. It can only be slowed down, but to cancel it for a country situated in Europe means to be at least an enemy to one’s native country", said Voronin. <\/p>\n

"With all the strategic character of our relations with CIS countries, they remain relations of a purely foreign-political character. They are not an alternative to that common and global development course which is based on solid democratic standards, on all what presents a circle of European values". <\/p>\n

"On the other hand, an understanding has come that European Union is not an external political choice, but, first and foremost, the choice of the path of domestic state modernization. Therefore, the establishment, on 13 November 2002, of a Commission for European Integration became the birthday of Moldova’s European choice", said the Moldovan President. <\/p>\n

He stressed that the course for European integration was largely the reason of a new perception of all what is called ‘guarantees of Transnistrian settlement’. <\/p>\n

"In November 2003 [when Voronin refused to sign the Kozak Memorandum he had himself initialed], we just could not agree to one of the conditions of country reintegration – that the Russian military presence on our soil shall continue until the year 2020. To agree to such a proposal would mean to give up the chosen road of development, to make Moldova hostage to the frozen conflict for at least 1.5 decades. Such kind of guarantees is an anachronism. As a rule they guarantee nothing except preserved division lines", emphasized the Moldovan President. <\/p>\n

In his opinion, the core of the conflict is that an authoritarian militarized clan has formed in Transnistria that reigns by means of "political police" and hides behind the shield of the Russian military presence. <\/p>\n

Voronin believes that a guarantee of the conflict settlement lies in the irreversibility of Moldova’s European course, and in the initiating of a normal democratic process in Transnistria, "whose residents will acquire, at last, their civil rights, will receive passports, legitimize their property, will be able to partake in elections to all-Moldovan and regional power institutions. That’s exactly what guarantees are, not a foreign military presence". <\/p>\n

Vladimir Voronin admitted that such position has substantially complicated bilateral relations with the Russian Federation, and that in defiance of the 1999 OSCE Istanbul commitments, Russia continues to keep in Transnistria "nearly 22 thousand tons of missiles and mines disintegrating due to shabbiness, corrosion and time". <\/p>\n

Voronin characterized as "very important" the joint efforts Chisinau, Kiev and the European Union started last March 3 to establish order on the Transnistrian segment of the Moldova-Ukraine state border, for these efforts "have upset the smooth operation of the black offshore in Transnistria, and created conditions for trouble-free and legal activities by Transnistrian enterprises". <\/p>\n

"It’s a pity this process has also become hostage to the Transnistrian authorities who have chosen the position of a self-isolation and self-blockade. We are concerned that exactly in response to such a stance of ours, Russia has imposed a real embargo on all the groups of our exports – from crop products to wines.
