1. The European Union welcomes General Banfi and would like to thank him for accepting to come to the Permanent Council to present the EU Assistance Mission at the border between Ukraine and the Republic of Moldova and so attest to the European Union’s concern for transparency vis-à-vis its OSCE partners. <\/p>\n

2. The European Union recalls that the deployment of the EU Border Assistance Mission at the request of Ukraine and the Republic of Moldova responds to a political aim: to strengthen regional stability. This aim is an integral part of the European Union’s Neighborhood policy and European Security Strategy. <\/p>\n

3. Through this commitment in the field which follows the appointment of a Special Representative for Moldova, Mr. Jacobovits de Szeged, and the involvement of the European Union in the process of negotiation on Transnistria, we are pursuing, to be more precisely, a two-fold aim: <\/p>\n

a. To strengthen our contribution to searching for a settlement between the two banks of the Nistru river, founded on the respect for the sovereignty and territorial integrity of the Republic of Moldova;
\nb. To aid Ukraine and the Republic of Moldova better to monitor their common border, including its Transnistrian segment, and to strengthen their capacity to fight against illicit trafficking which nourishes criminal networks and weakens the establishment of the rule of law. <\/p>\n

4. The European Union does not underestimate the complexity of the factors which are slowing the achievement of these goals. But it is also convinced of the strengths of will to cooperate. In this respect, the European Union is pleased at the Ukrainian decision to implement, since the March 3, the Joint Statement of the December 30, 2005 on regularising trade flows across the Transnistrian segment of the Ukraine-Moldovan border. This long-awaited measure marks a decisive step towards setting up an effective control of this border. The European Union lends its full support to efforts to ensure that the border transit of goods corresponds to legitimate commercial activities in Transnistria that would be subject to legal, transparent and fair procedures, respectful of the sovereignty of the Republic of Moldova <\/p>\n

In this spirit, the European Union encourages the competent authorities from both banks of the Nistru to facilitate procedures for registering enterprises in Transnistria necessary to gain the Moldovan exports documents. Furthermore, it is important to recall that registering of Transnistrian enterprises in Chisinau and gaining the appropriate Moldovan export documents opens up to economic operators on the left bank access to EU trade preferences, offering Transnistrian enterprises new opportunities to integrate in international trade. In other words, it is clear that the new customs regime now is more in line with international standards and procedures. <\/p>\n

In these conditions, the European Union vehemently deplores the measures of reprisal taken by the Transnistrian authorities, as well as the campaign of disinformation, which completely without foundation likens the regularisation of the customs procedures to an economic blockade. The European Union urges the authorities in Tiraspol to adopt a responsible attitude and to refrain from artificially exacerbating tensions. The EU encourages all concerned parties, in particular Tiraspol, to pursue the dialogue. <\/p>\n

5. Mr. Chairman, may I take this opportunity to come back to the meeting of the 5+2 format of February 27-28 in Tiraspol and Chisinau. The European Union was deeply disappointed by the failure of this session of the “standing Conference on political questions in context of the process of negotiations on the Transnistrian conflict” that prematurely broken off without any point of agreement. The Union regrets that once again the authorities in Tiraspol have adopted an attitude of stalling tactics and obstructionism on the points on the agenda. <\/p>\n

Reiterating our support for the efforts to co-mediate by Ambassador Hill and urging all the parties concerned to show greater political will, the European Union calls firmly for these views to be pursued. It counts on the since of responsibility of the parties so that the next meeting finally makes it possible to make progress on all of the points which have now been under discussion for several months. <\/p>\n

Bulgaria and Romania, acceding countries, Turkey, Croatia and the FYR of Macedonia, candidate countries, Albania, Bosnia and Herzegovina and Serbia and Montenegro, countries of the Process of Stabilisation and Association and potential candidates, as well as Island, EFT A countries and members of the European Economic Area align themselves with this declaration. *Croatia and the FYR of Macedonia continue to be part of the stabilisation and association process. <\/p>\n
