There definitely exists a political background behind the new customs regime introduced recently at the Moldo-Ukrainian border, the Russian Ministry of Foreign Affairs Ambassador-at-Large Valery Keniaykin stated here on Wednesday. He headed a high-level delegation of Russian experts that visited Transnistria this week. <\/p>\n

During a meeting with Transnistrian leader Igor Smirnov, Keniaikin said, "It is only at the first glance that the problem of providing Transnistrian exports with Moldovan customs documents bears a technical character". <\/p>\n

"Moldova’s stance on this question has long been known to us. As for Ukraine, its position and actions surprised us. Still, we do hope Kiev will have a cold-blooded attitude to tackling the problems pertaining to the transportation of Transnistrian cargoes across the Moldo-Ukrainian border", said the Russian Ambassador-at-Large, who drew attention to the fact that the Kiev’s actions go contrary to the 1997 Memorandum on the fundamental principles of normalization of relations between Moldova and Transnistria. Keniaykin stated to journalists the Memorandum fixed the right of Transnistria’s to carry out foreign trade independently of Chisinau. <\/p>\n

At the meeting, Igor Smirnov expressed gratitude to Russian President Vladimir Putin for sending that delegation to Transnistria. Here, the visitors scrutinized the border\/customs problem on the site. <\/p>\n

Throughout Wednesday, hundreds of Transnistrians came out to border-crossing stations for round-the-clock actions of protest to demonstrate their indignation to the Ukrainian side. Transnistrian customs officers, who have in fact become workless since March 3, enthusiastically helped the protesters to set up and arrange sleeping tents, equip them with mobile military field-kitchens, and even helped serve hot meals to the picketers. <\/p>\n

Transnistria’s biggest industrial enterprise – the Moldovan Metallurgical Plant (MMZ) of Rybnitsa town which exports over 90% of its products to dozens of foreign countries – is now working at only one-third of its usual strength. One of its managers, Transnistrian Supreme Soviet [parliament] deputy Anatoly Belitchenko says the enterprise’s warehouses are rapidly getting overstocked, and in a couple of days they will be full, so the Plant will have to be stopped. <\/p>\n

Journalists from Russian television companies, who have arrived in Transnistria this week, are reporting huge financial losses being sustained by Transnistrian economic agents. At saying so, the journalists are saying that a majority of Transnistria’s big industrial enterprises have been privatized by Russian corporations which are now suffering greatly. <\/p>\n

For an example, they refer to the Moldavskaya Power Plant [near Tiraspol, the Republic of Moldova’s biggest energy object] whose controlling parcel belongs to RAO EES [United Electricity Networks of Russia]. In case the Transnistrian industry ceases working, the Plant will come to face a severe electricity realization problem. The mainland Moldova has not been receiving power from Moldavskaya since last November following a bitter price discord. As a result, the huge object nowadays engages only 1 of its 12 power generating turbines. <\/p>\n

Support to the new customs rules has been expressed by the United States. Earlier this week, Washington called upon the Transnistrian authorities to not put obstacles to trade between Kiev and Chisinau, and welcomed the Ukraine’s decision to put into live the December 30 customs agreement with Moldova. The U.S.A. believes the new customs order will be an important step towards ensuring border security and a lasting settlement of the frozen conflict. <\/p>\n

Last Tuesday, the Ukrainian Ministry of Foreign Affairs expressed surprise concerning the statements heard earlier from Moscow and Tiraspol. The Ministry said that the Ukrainian customs actions are well in harmony with European norms and standards. <\/p>\n

Moldovan Minister of Country Reintegration Vasile Sova reminded to Moscow and Tiraspol, which are blaming Chisinau for violation of the 1997 Memorandum, that this document really provides Transnistria with the right to carry out external trade but only within the common customs area of the Republic of Moldova. As for the decision by Chisinau and Kiev to change the customs regime, Minister Sova regards this decision as "a subject matter of bilateral relations between Moldova and Ukraine". <\/p>\n

Moldovan Minister of Economy and Trade Valeriu Lazar stated recently that those Transnistrian enterprises which have got registered with corresponding state structures in Chisinau, are now free to run their external trade without trouble. <\/p>\n
